DoT Updates TCS Rules 2025 to Strengthen Cyber Security

The Department of Telecommunications (DoT) has amended the Telecommunication Cyber Security (TCS) Rules, 2024 on 22nd October 2025, introducing robust measures to address emerging vulnerabilities in telecom identifier usage across digital services. The amendment reinforces India’s commitment to secure, transparent, and responsible telecom operations.

Key Measures Introduced in TCS Rules 2025

The updated rules bridge regulatory gaps and enhance cyber resilience through collaborative mechanisms with entities using telecom identifiers. Some of the key frameworks include:

  • Mobile Number Validation (MNV) Platform: Institutionalizes a decentralized, privacy-compliant system to verify that mobile numbers linked to financial and digital services genuinely belong to the registered users, reducing identity fraud and enhancing trust in digital transactions.
  • Resale Device Scrubbing: Mandates that all resale or refurbished mobile devices have their IMEI numbers verified against a centralized blacklist to prevent circulation of stolen, blacklisted, or cloned phones, protecting consumers and aiding law enforcement.
  • Telecom Identifier User Entity (TIUE) Obligations: Defines TIUEs and requires them to share relevant telecom identifier data with the government under regulated circumstances to improve traceability and coordination against telecom-linked cyber frauds, while adhering to data protection norms.

Strengthening Digital Ecosystems and Cyber Resilience

These amendments collectively safeguard India’s digital ecosystem against telecom-enabled frauds, enhance device traceability, and ensure responsible use of telecom identifiers. The TCS Amendment Rules, 2025, establish a resilient, interoperable, and future-ready telecom cybersecurity framework that balances innovation, privacy, and national security.

Clarification on Gazette Notifications

The TCS Amendment Rules, 2025, were first notified in the Gazette of India via G.S.R. 771(E) on 22nd October 2025. An inadvertent re-publication occurred under G.S.R. 796(E) on 29th October 2025, which was later rectified by G.S.R. 863(E) on 25th November 2025. The DoT clarifies that the original amendment remains fully enforceable.
