Dr. Jitendra Singh Launches 2025 e-Civil List of IAS Officers, Marks a Milestone in Transparent and Digital Governance

In a significant step towards promoting transparency and embracing digital governance, Union Minister Dr. Jitendra Singh today launched the 70th edition of the Civil List of Indian Administrative Service (IAS) officers in the form of an e-book. This marks the fifth year in a row that the list has been presented entirely in digital format, reflecting the government’s commitment to modernizing administrative systems under the broader vision of Digital India.

The e-Civil List, prepared by the Department of Personnel and Training (DoPT), offers a comprehensive, searchable database of serving IAS officers across the country. It includes crucial information such as name, batch, cadre, current posting, pay level, qualifications, and retirement date. For the first time, officers’ photographs have also been included, making the list more informative and user-friendly. Updated as of January 1, 2025, the digital document covers data from 1969 onwards and offers insights into cadre strength and expected retirements over the next five years.

 

Speaking at the launch, Dr. Singh praised the IAS as a pillar of India’s federal governance and a service that continues to attract the nation’s brightest minds. He emphasized the value of the Civil List as a key tool for transparency and administrative insight, useful not only to decision-makers but also to the general public. He further proposed the introduction of AI-based features, such as qualification-based searches, to enhance the utility of the list—especially in identifying officers for specialized roles and mission-mode projects. Such technological advancements, he noted, would maintain proper access controls while improving the overall functionality of the list.

 

The Minister also highlighted the environmental and economic benefits of going digital, noting that the discontinuation of printed copies supports sustainable practices and reduces government expenditure. The Civil List e-book, with its intuitive design and embedded hyperlinks, aims to make access to administrative data seamless and efficient for all users.

 

Senior officials including Mr. S.N. Tripathi, Director General of IIPA; Mr. Sriram Taranikanti, Director of LBSNAA; and DoPT Secretary Ms. Rachna Shah were present at the launch and commended the department’s efforts in creating this valuable digital resource. With 5,577 officers currently serving out of a total sanctioned strength of 6,877 across 25 state cadres, the list represents the backbone of India’s administrative machinery.

 

The 2025 e-Civil List is now available to the public and can be accessed through the official DoPT website at https://dopt.gov.in, offering a transparent window into the country’s top administrative service.
