Dr. Mandaviya Leads India at Doha Social Development Summit

Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, will lead the Indian delegation to the Second World Summit for Social Development (WSSD-2) in Doha, Qatar, from November 4–6, 2025. The visit reaffirms India’s dedication to inclusive and equitable growth, aligned with the vision of Viksit Bharat @2047.

India’s Vision of Inclusive Growth on Global Stage

At the Opening Plenary Meeting, Dr. Mandaviya will deliver India’s National Statement and join global leaders in adopting the Doha Political Declaration. He will also address the High-Level Round Table on “Strengthening the Three Pillars of Social Development,” emphasizing India’s model of poverty eradication, decent work for all, and social inclusion.

India’s progress in social and economic transformation will be a central theme of his address. Between 2011 and 2023, over 248 million Indians rose out of multidimensional poverty, reducing extreme poverty levels to just 2.3% by 2022–23. Flagship programs such as Pradhan Mantri Garib Kalyan Anna Yojana, PM Awas Yojana, and the Jan Dhan financial inclusion scheme have been key contributors to this success.

Showcasing India’s Social Security Revolution

India’s social protection system has expanded remarkably over the past decade. Verified by the International Labour Organization (ILO), India’s social security coverage increased from 19% in 2015 to 64.3% in 2025, benefiting over 940 million citizens. This transformation was driven by the JAM Trinity (Jan Dhan–Aadhaar–Mobile), ensuring transparency and direct benefit transfer to households.

NITI Aayog to Host Side Event on Poverty Eradication

A key highlight of India’s participation will be a side event hosted by NITI Aayog on November 5, 2025, titled “Pathways Out of Poverty: India’s Experience in Empowering the Last Mile.” The session will focus on India’s success stories in women’s empowerment through Self-Help Groups (SHGs), expansion of cooperatives, and the strengthening of social security mechanisms for marginalized groups.

International representatives from Brazil, Maldives, and the ILO are expected to participate in the discussion, reflecting global recognition of India’s inclusive approach to sustainable development.

Strengthening Global Partnerships

During his visit, Dr. Mandaviya will also participate in the ILO Ministerial Dialogue on the Global Coalition for Social Justice, where he will underline India’s commitment to equitable growth and fair labour practices. The Minister will hold bilateral meetings with leaders from Qatar, Romania, Mauritius, and the European Union, as well as senior UN officials, to deepen cooperation on labour mobility, skilling, and employment generation.

Focus on Employment and Youth Empowerment

Dr. Mandaviya will attend an event on the National Career Service (NCS) Portal, jointly organized by the Ministry of Labour & Employment and the Indian Business and Professionals Council (IBPC). The NCS platform has emerged as a major digital interface connecting job seekers with employers, enhancing transparency and access in India’s labour market.

Additionally, the Minister is scheduled to visit Qatar’s Aspire Zone Complex and key sports infrastructure facilities to exchange best practices in sports development and youth engagement.

Doha Summit: A Milestone in Global Social Policy

The World Summit for Social Development in Doha builds on the legacy of the 1995 Copenhagen Summit, reaffirming global efforts toward poverty eradication, full employment, and social inclusion. The summit provides nations a platform to collaborate and strengthen collective strategies for inclusive and sustainable progress.

Dr. Mandaviya’s leadership at the summit reflects India’s growing global stature as a champion of social justice, digital innovation, and people-centric growth. Through inclusive policy reforms and empowerment initiatives, India continues to demonstrate how developing nations can achieve equitable prosperity for all.
