Dr Mandaviya Unveils Major EPFO Reforms, 100 Crore Cover Goal

Union Minister for Labour and Employment Dr Mansukh Mandaviya on Thursday announced a series of transformative reforms aimed at modernising the Employees’ Provident Fund Organisation (EPFO) and expanding India’s social security net to 100 crore citizens by March 2026.

The announcements were made during the inauguration of the newly constructed Bhavishya Nidhi Bhawan of EPFO’s Regional Office at Vatva in Gujarat, marking a significant step towards citizen-centric and technology-driven service delivery.

EPFO Offices to Function as Single-Window Service Centres

Dr Mandaviya revealed that EPFO offices across the country will be redeveloped into modern, technology-enabled centres on the lines of passport seva kendras. These offices will allow citizens to resolve any EPF-related issue at any regional office, irrespective of where their account is registered.

A pilot project is already underway in Delhi, and once fully implemented, the reform will eliminate the need for beneficiaries to approach a specific office linked to their employment history.

EPF Suvidha Providers to Assist Workers

To bridge the digital divide and assist first-time users, the government will introduce authorised EPF Suvidha Providers. These facilitators will guide members in accessing EPFO services, filing claims and resolving grievances.

The move aims to make EPFO services more accessible, especially for workers unfamiliar with digital platforms.

Mission-Mode KYC Drive to Unlock Inoperative Accounts

Highlighting that a large amount of workers’ money remains locked in inoperative EPF accounts, Dr Mandaviya announced a mission-mode KYC verification drive. A dedicated digital platform will be launched to enable simplified claim filing and faster settlement to rightful beneficiaries.

This initiative is expected to restore access to long-pending provident fund savings caused by documentation or accessibility issues.

Global Social Security Protection Through FTAs

The Union Minister also stated that India’s Free Trade Agreements will increasingly incorporate social security protection provisions. This will ensure that Indian workers employed abroad can retain their provident fund contributions and access benefits even after returning to India.

He cited the India–UK FTA as an example of this evolving approach to protecting migrant workers.

India’s Rapid Expansion of Social Security Coverage

Dr Mandaviya noted that India’s social security coverage has expanded dramatically under Prime Minister Narendra Modi’s leadership. As per international assessments, coverage has increased from 19% before 2014 to 64% today.

With 94 crore citizens already covered, India is now the second-largest country globally in terms of social security coverage, after China.

Modern Infrastructure at EPFO Vatva Office

The newly inaugurated EPFO Vatva office has been constructed at a cost of approximately ₹10.12 crore, with eco-friendly features such as solar power, rainwater harvesting, power backup and barrier-free access.

Strategically located near NH-48, metro and BRTS connectivity, the office will serve over 7,000 establishments and nearly four lakh contributing members across six districts of Gujarat.
