Draft Pesticides Management Bill, 2025 Released

The Department of Agriculture & Farmers Welfare (MoA&FW), Government of India, has released the Draft Pesticides Management Bill, 2025 for public consultation. This new legislation is set to replace the existing Insecticides Act, 1968 and Insecticides Rules, 1971, bringing the legal framework in line with modern requirements.
The draft bill focuses on farmer-centric reforms and aims to ensure the supply of high-quality pesticides while streamlining regulatory processes. It includes provisions for transparency, traceability, and digital management of pesticide-related services to improve efficiency and promote Ease of Living and Ease of Doing Business for stakeholders.

Key Features of the Draft Bill

  • Mandatory accreditation of pesticide testing laboratories to guarantee quality.
  • Higher penalties for the manufacture, sale, or distribution of spurious pesticides.
  • Provision for compounding minor offences, with enhanced penalties set by State authorities.
  • Integration of technology for monitoring, licensing, and traceability.
  • Strengthened administrative control over pesticide management.

Public Consultation and Feedback

As part of the pre-legislative consultation, the Government has invited comments and suggestions from farmers, industry stakeholders, and the general public. Feedback can be submitted in MS Word or PDF format to the following emails:

Suggestions must include:

  1. Personal or organizational details (name, designation, contact details, organization if any).
  2. Specific comments or suggestions for each section of the draft bill.

The deadline for submission is 4th February 2026. Comments received before the deadline will be considered by the Central Government while finalizing the legislation.
