Observers, Roles and Deployment
The observers engaged in the VC include general, police and expenditure observers deployed across two phases. For Phase 1 the Commission has 121 General, 18 Police and 33 Expenditure Observers; for Phase 2 there are 122 General, 20 Police and 34 Expenditure Observers. Their collective mandate is to monitor implementation and report compliance in real time.
Key Focus Areas Reviewed
The Commission conducted a holistic stock-take of critical elements: strict enforcement of the Model Code of Conduct (MCC); management at border check posts; timely identification and mitigation of fake news and misinformation; and proactive public communication strategies.
Observers were instructed to prioritise security arrangements for vulnerable and critical polling stations, ensure robust complaint redressal through the 1950 toll-free number and c-VIGIL, and supervise the integrity of EVM strong rooms.
Technology and Voter Facilitation
ECI reviewed its suite of voter-friendly digital tools, urging observers to push awareness and adoption on the ground. The Commission discussed the Mobile Phone Deposit facility, the newly designed Voter Information Slips (VIS), and the ECINet App with its services for voters and officials.
Officials also reiterated the plan for 100% webcasting of polling stations and the process for furnishing two-hourly approximate voter turnout reports to enable timely situational awareness and rapid response.
Security, Arms Deposition and Illegal Weapons
The Commission underlined the need for strict maintenance of law and order. Observers were reminded to verify full deposition of licensed arms before polling and to ensure the seizure of illegal weapons where found. The role of Police Observers was flagged as crucial in coordinating with state machinery for secure polling environments.
Expenditure Monitoring and MCC Compliance
Expenditure Observers were briefed to intensify surveillance on campaign spending and the prompt handling of complaints under election rules. The Commission emphasised zero tolerance towards MCC violations and called for swift, evidence-based action wherever non-compliance was detected.
Festive Environment and Voter Turnout
Beyond compliance and security, the ECI urged observers to help build a festive, voter-friendly atmosphere to encourage higher turnout. Officials highlighted targeted outreach, logistical ease at polling sites, and special arrangements for elderly and differently-abled voters as priorities.
