ECINET App to Streamline 40 Election Services Ahead of Bihar Polls
New Delhi, October 6, 2025: The Election Commission of India (ECI) on Monday unveiled its new integrated digital platform, ECINET — described as the “mother of all apps” — designed to bring together over 40 web and mobile-based election services under one unified system. The app will make its operational debut during the upcoming Bihar Assembly Elections 2025.
Chief Election Commissioner Gyanesh Kumar made the announcement while releasing the Bihar poll schedule at a press briefing in New Delhi. Voting will take place in two phases on November 6 and 11, while counting is scheduled for November 14.
One-Stop Digital Platform for All Election Services
“Over the years, about 40 different apps have been developed by the Election Commission. To make access simpler for voters and stakeholders, ECINET combines all of them into a single platform,” Kumar explained. “Its progressive implementation will begin with the Bihar elections.”
The new app will integrate services such as voter turnout monitoring, election planning, voter helpline, cVIGIL, Suvidha 2.0, ESMS, Saksham, and the Know Your Candidate (KYC) App. Together, these apps have amassed more than 5.5 crore downloads and serve as vital tools for voters, administrators, and observers.
According to the ECI, ECINET will allow presiding officers to upload real-time voter turnout data every two hours on polling days, reducing delays in the publication of approximate polling trends. It will also provide digital index cards, reports, and consolidated data through the app and ECI’s official website.
Enhanced Voter Access and Grievance Redressal
One of ECINET’s standout features is its voter grievance redressal system. Citizens will be able to raise issues directly through the app, with contact details of Booth Level Officers (BLOs) and other election officials easily accessible.
The unified platform aims to improve transparency, reduce duplication, and simplify access to critical services. Voters can check registration details, file complaints, verify candidate affidavits, and even track election materials and observer reports through a single dashboard.
Legal Framework and Data Protection
The Election Commission assured that all data managed through ECINET will comply strictly with existing laws, including the Representation of the People Acts of 1950 and 1951, and the Conduct of Election Rules, 1961. The Commission emphasized that information handling will align with established ECI protocols to maintain transparency and voter privacy.
In its official release earlier this year, the ECI noted that ECINET’s integration process is designed to “ensure consistency, eliminate redundancy, and uphold legal integrity across all electoral systems.”
Digital Transformation of Indian Elections
The launch of ECINET represents a significant milestone in India’s digital governance journey. It reflects the Election Commission’s broader strategy to strengthen digital inclusion, transparency, and accessibility in the electoral process.
As the Bihar elections approach, the Commission expects ECINET to serve as a testing ground for future nationwide integration. Once fully functional, the app is expected to become the cornerstone of election management across India, connecting citizens, administrators, and observers in real time.
