GeM and Madhya Pradesh Boost Public Procurement Partnership

The Government e Marketplace (GeM) and the Government of Madhya Pradesh have taken a major step toward strengthening digital public procurement. In a recent meeting held in Bhopal, Shri Mihir Kumar, CEO of GeM, and Shri Anurag Jain, Chief Secretary of Madhya Pradesh, discussed strategies to expand the State’s adoption of the GeM platform and align it with national procurement standards.

The discussion reaffirmed GeM’s mission to create a transparent, efficient, and unified online procurement system for government buyers at all levels from Central and State Ministries to local bodies and Panchayati Raj institutions. The initiative seeks to promote fair competition, transparency, and accountability across public procurement in India.

Accelerating State-Level Integration with GeM

GeM has intensified its engagement with States and Union Territories to ensure that all public procurement takes place through its platform. The Ministry of Commerce and Industry, led by Shri Piyush Goyal, has encouraged States to align their procurement policies with the General Financial Rules (GFR) and GeM’s General Terms and Conditions to promote consistency and transparency.

During the meeting, both sides emphasized the need for a robust procurement ecosystem that empowers local enterprises while maintaining fiscal discipline. GeM’s ongoing CEO-level interactions with high Gross Merchandise Value (GMV) States form a key part of this nationwide strategy to make digital procurement universal.

Madhya Pradesh has shown remarkable progress in integrating local businesses with GeM. Over 86,000 sellers from the State have registered on the platform. Micro and Small Enterprises (MSEs) in the State have received orders worth ₹5,523 crore from State buyers, ₹2,030 crore from other States, and ₹20,298 crore from Central government buyers.

This expanding footprint demonstrates how GeM is transforming public procurement into a driver of inclusive economic growth. By connecting small and medium enterprises directly with government buyers, the platform eliminates intermediaries and ensures that businesses across India can compete fairly in a transparent digital environment.

Driving Transparency and Efficiency in Public Procurement

GeM’s digital model supports real-time monitoring, process automation, and improved oversight of public spending. It minimizes manual intervention, reduces corruption risks, and ensures faster payments to suppliers — particularly benefiting small enterprises with limited working capital.

As the platform’s cumulative GMV continues to reach record levels, GeM’s collaboration with Madhya Pradesh is expected to further strengthen the State’s procurement systems. The partnership aims to promote innovation, reduce procedural delays, and create an equitable space for vendors of all sizes.

According to GeM, the ultimate goal is to ensure that every public procurement — from school supplies to large infrastructure projects — happens through an accountable, technology-driven system. This aligns with the Government of India’s broader vision of Digital India and e-Governance initiatives.

Through initiatives like this, GeM is setting a new benchmark in governance by fostering fairness and inclusivity in public procurement. By empowering local sellers and streamlining operations, the platform not only enhances efficiency but also strengthens India’s economic resilience at the grassroots level.

With continued collaboration and innovation, Madhya Pradesh’s partnership with GeM could serve as a model for other States aiming to digitize and democratize their procurement frameworks, contributing to a more transparent and accountable governance ecosystem.
