Good Governance Day 2025: Measuring Accountable Governance

India observes Good Governance Day every year on December 25 to commemorate the birth anniversary of former Prime Minister Atal Bihari Vajpayee, a leader remembered for embedding accountability, transparency and inclusiveness into public administration. In 2025, the occasion once again highlights how governance is being systematically measured and improved through the Good Governance Index (GGI).
The day serves as a reminder that governance is not merely about policies and procedures, but about delivering measurable improvements in the lives of citizens. The Government of India uses this platform to review progress, encourage reforms and promote best practices across states and Union Territories.

Atal Bihari Vajpayee’s Enduring Governance Legacy

Shri Atal Bihari Vajpayee, who served as Prime Minister on three occasions, was widely respected for his statesmanship and commitment to democratic ideals. Rising from modest beginnings in Gwalior, he built a distinguished parliamentary career spanning over four decades.

During his tenure, Vajpayee prioritised infrastructure development, national highways, rural connectivity, telecom expansion and economic reforms. His governance philosophy emphasised transparency, social equity and responsive administration, earning him the Bharat Ratna in 2015. These values now form the foundation of India’s modern governance framework.

What Is the Good Governance Index?

The Good Governance Index was introduced by the Department of Administrative Reforms and Public Grievances (DARPG) on December 25, 2019. It functions as a comprehensive diagnostic tool to assess governance performance across states and Union Territories using objective, citizen-focused indicators.

The index evaluates governance across 10 sectors using 58 indicators, enabling evidence-based policymaking and inter-state benchmarking. By translating policy intent into measurable outcomes, the GGI helps governments identify gaps and adopt targeted reforms.

Fair Comparison Through State Categorisation

Recognising India’s vast diversity, states and Union Territories are grouped to ensure fair comparison. These categories include Group A States, Group B States, North-East and Hill States, and Union Territories. This approach accounts for differences in population, geography and development levels.

According to the 2020–21 index, Gujarat, Maharashtra and Goa emerged as top performers among Group A States, while Madhya Pradesh led Group B States. Himachal Pradesh topped the North-East and Hill States category, and Delhi ranked first among Union Territories.

Sector-Wise Progress Reflects Governance Gains

India’s performance under the Good Governance Index shows steady progress across critical sectors such as agriculture, health, education, infrastructure and economic governance. Improvements in food grain production, crop insurance coverage and digital agricultural markets highlight reforms in the rural economy.

In public health and human resource development, indicators like immunisation coverage, school retention rates and access to skill training reflect stronger service delivery. Infrastructure metrics, including potable water access, clean cooking fuel and power availability, underline inclusive development efforts.

Citizen-Centric and Digital Governance

Citizen-centric governance remains a core pillar of the index. Indicators such as grievance redressal efficiency, online service delivery and enactment of Right to Services Acts demonstrate the shift towards transparent and responsive administration.

Good Governance in 2025: Conferences and Reforms

Throughout 2025, DARPG organised major national and international conferences on governance and digital transformation. These platforms facilitated collaboration between states, global experts and civil services to promote innovation, artificial intelligence-driven platforms and real-time governance dashboards.

The adoption of declarations and collaborative initiatives reinforces India’s long-term vision of achieving Viksit Bharat 2047 through strong institutions and accountable governance.
