Since its formation in July 2021, the Ministry of Cooperation has promoted the vision of “Sahakar-se-Samriddhi,” enabling PACS to diversify their operations. These societies now function as PM-Kisan Samridhi Kendras (PMKSKs), Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs), Common Service Centres (CSCs), and participate in the World’s Largest Grain Storage Plan. Two PACS in Himachal Pradesh have already been selected under this national initiative.

White Revolution 2.0 and Dairy Expansion

Under White Revolution 2.0, the national target for FY 2025-26 was to establish 21,902 new Dairy Cooperative Societies (DCS). Himachal Pradesh exceeded its target of 70 new DCS by registering 263 new societies. Nationally, the initiative strengthened 7,721 existing DCS, boosting milk procurement by 14.16 lakh kg/day and adding 2.37 lakh new members. The state also sanctioned two new milk plants, each with a 20 TLPD capacity, enhancing local dairy infrastructure.
PACS Computerization Project
The PACS computerization project, with a total outlay of ₹2,925.39 crore, brings societies onto a common ERP-based national platform. In Himachal Pradesh, 1,885 PACS were sanctioned, of which 1,376 have been onboarded and 1,234 are fully operational. This digitalization enhances service delivery and transparency for small and marginal farmers.
Financial Support and Farmer Empowerment
The National Cooperative Development Corporation (NCDC) has disbursed ₹24.38 crore to Himachal Pradesh since FY 2022-23, including loans and subsidies. The state has also leveraged the Central Sector Scheme for the Formation and Promotion of Farmer Producer Organizations (FPOs), completing 30 FPOs with cumulative disbursements of ₹256 crore nationwide, of which ₹87.20 crore was allocated in FY 2025-26.

The strategic development of cooperatives in Himachal Pradesh positions the state as a model for multipurpose PACS and dairy society initiatives. These programs strengthen farmer incomes, ensure quality milk production, and promote sustainable rural development.
