ICoAS Day 2025 Celebrates Role in Viksit Bharat
The Indian Cost Accounts Service (ICoAS) marked its Foundation Day 2025 with an inspiring celebration in New Delhi, highlighting its role in shaping India’s economic future. The event was presided over by Shri V. Vualnam, Secretary, Department of Expenditure (DoE), Ministry of Finance.
Theme: ICoAS in SAM@₹TH Bharat
This year’s theme, “ICoAS in SAM@₹TH भारत”, underscored the pivotal role of ICoAS officers in achieving the vision of Viksit Bharat. The celebration recognized their dedication, expertise, and commitment to enhancing India’s public financial management.
Shri Vualnam’s Call for Innovation
In his keynote address, Shri Vualnam praised the ICoAS officers for their efforts in cost management and policy formulation. He urged them to embrace technology and innovation to improve efficiency. He also applauded the weekly capacity-building training program launched by the ICoAS cadre and encouraged active participation.
The Secretary highlighted the importance of the iGoT Karmayogi portal in enriching professional competency. He suggested that officers contribute short, knowledge-based capsule courses to share their expertise across ministries and departments.
e-Brochure Release and Achievements
On the occasion, Shri Vualnam released the ICoAS e-brochure, showcasing the service’s evolution, achievements, and initiatives in capacity building. Earlier, Shri Pawan Kumar, Chief Adviser (Cost) and head of ICoAS, presented key developments from the past year. A documentary chronicling the journey and impact of ICoAS was also screened.
Honouring Excellence
Three young officers received prestigious recognition for their exemplary work. They were conferred with the ‘Sarvottam’, ‘Ati Uttam’, and ‘Uttam’ appreciation certificates, reflecting the service’s culture of excellence and dedication.
Insightful Technical Sessions
The inaugural session was followed by three technical sessions:
- Ambassador Deepak Vohra delivered “The Jamvant Effect: India Becomes Bharat,” highlighting India’s cultural resurgence and global rise.
- Shri Anurag Goyal from NITI Aayog discussed infrastructure proposal appraisal and the need for robust evaluation frameworks.
- Shri Gautam Kapoor, a cybersecurity expert, shared strategies for strengthening digital security in governance.
