IDAS Probationers Meet President Murmu at Bhavan

Probationers of the Indian Defence Accounts Service (IDAS), 2024 batch, met the President of India, Smt. Droupadi Murmu, at Rashtrapati Bhavan on December 24, 2025. During the interaction, the President underscored the vital role played by IDAS officers in managing the financial backbone of India’s defence establishment.

Addressing the young officers, President Murmu highlighted that the Indian Defence Accounts Service occupies a strategic position in ensuring the effective utilization, accountability, and transparency of defence expenditure, which directly impacts national security and operational preparedness.

Key Role in Defence Financial Management

The President explained that IDAS officers are entrusted with responsibilities ranging from budgeting and accounting to audit, payments, and financial advisory functions. These roles, she noted, are crucial for maintaining fiscal discipline within the Indian Armed Forces and allied defence organisations.

She emphasised that defence finance is not merely about numbers but about enabling operational readiness and supporting the development of critical defence infrastructure. Sound financial management ensures that the armed forces receive timely resources to fulfil their strategic objectives.

Understanding the Armed Forces’ Ground Realities

President Murmu advised the probationers to develop a deep understanding of the unique challenges, hardships, and operational realities faced by soldiers serving in diverse and often hostile environments.

As the principal accounting and financial authority of the Defence Services, IDAS officers must align financial decisions with ground-level requirements, ensuring that administrative processes support, rather than hinder, military effectiveness.

Adapting to Rapid Change and Technological Complexity

Highlighting the rapidly evolving global environment, the President observed that emerging geopolitical challenges demand quicker, smarter, and more accurate decision-making. At the same time, defence-related business processes are becoming increasingly complex and technology-driven.

In this context, she stressed the need for the Defence Accounts Department to continuously adapt, innovate, and modernise its systems. Leveraging digital tools and data-driven processes, she said, would be essential for efficient governance in the defence sector.

Supporting Atmanirbhar Bharat in Defence

President Murmu called upon IDAS officers to actively support the Government of India’s Atmanirbhar Bharat Abhiyan. She highlighted the importance of encouraging indigenous production, strengthening local supply chains, and promoting domestic defence industries.

She noted that financial officers can play a decisive role in building a self-reliant and resilient defence ecosystem by ensuring timely payments, fair procurement practices, and transparent financial oversight. Lifelong Learning and Ethical Service

Urging the probationers to remain lifelong learners, the President encouraged them to stay curious and embrace change with confidence throughout their careers. Continuous learning, she said, is essential in a service that operates at the intersection of finance, governance, and national security.

She also reminded the officers that the true measure of public service lies not in rank or recognition, but in steady and sincere contributions to institutional efficiency and public welfare.

Values-Based Leadership in Public Service

President Murmu emphasised the importance of integrity, accountability, and professionalism in public service. She said that ethical decision-making builds trust in institutions and strengthens democratic governance.

Her message resonated with the broader constitutional values that guide India’s civil services, particularly those working in sensitive sectors such as defence.
