Speaking on the third day of the flagship energy conclave in Goa, Dr. Mittal highlighted the success of policy-driven initiatives such as the ethanol blending programme, which has increased from 1.4% in 2014 to nearly 20% today. He emphasized that India has the domestic capacity to expand blending further for ethanol, biodiesel, compressed biogas (CBG), and sustainable aviation fuel, reinforcing the nation’s commitment to low-carbon energy growth.
The International Energy Agency (IEA) released the India Bioenergy Market Report: Outlook for Liquid and Gaseous Biofuels to 2030 during the session, projecting rapid growth in biofuels deployment. Dr. Paolo Frankl, Head of Renewable Energy at IEA, noted that India has tripled its modern bioenergy consumption since 2020 through blending mandates, research support, incentives, and robust supply-chain development. Under strengthened policy frameworks, India could double biofuel deployment by 2030, positioning it among the fastest-growing bioenergy markets globally.
Dr. Frankl highlighted compressed biogas as a particularly promising area, given India’s abundant agricultural residues and organic waste. He stressed that improved feedstock aggregation, proximity to infrastructure, and stable offtake mechanisms will be critical to sustaining growth while reducing costs.
Complementing the IEA outlook, the Petroleum Planning and Analysis Cell (PPAC) released the fifth edition of its bi-annual technical journal, Ensuring Energy Security: Role of State Energy Policies. P. Manoj Kumar, Director General of PPAC, explained that state-level energy policies are crucial for ensuring energy availability, affordability, and resilience, while also promoting cooperative federalism and evidence-based decision-making in the sector.
Charlotte Morton, Chief Executive of the World Biogas Association, stressed the importance of a cohesive national framework for biogas, describing it as a multi-benefit solution that addresses waste management, rural employment, emissions reduction, and decentralized energy access. She urged stronger coordination across policy, financing, and market mechanisms.
