India, Brazil Sign 6 Pacts to Boost Defence & Trade

New Delhi/Brasilia, July 9, 2025 — In a major diplomatic step forward, India and Brazil have signed six crucial agreements to deepen their strategic partnership. These pacts were inked during Prime Minister Narendra Modi’s high-profile visit to Brasilia, where he met President Luiz Inácio Lula da Silva.

The focus of the visit was clear — counter-terrorism, defence cooperation, and stronger economic ties. The leaders of the two largest democracies in the Global South pledged solidarity on security and development issues.

Zero Tolerance for Terrorism

During a joint media briefing, PM Modi emphasized a common commitment to fighting terrorism. “India and Brazil believe in zero tolerance and zero double standards on terrorism,” Modi said. He reiterated that both nations oppose any form of support to terrorism — a clear message to the global community.

He also stated, “There is no place for ‘dohre maapdand’ (double standards) in tackling this global threat.”

Six Agreements Signed

The six agreements include:

  • Counter-terrorism and transnational crime cooperation
  • Defence industry collaboration and technology exchange
  • Renewable energy partnerships
  • Digital transformation and e-governance solutions
  • Intellectual property protection and sharing
  • Exchange of classified government information

This comprehensive package signifies the evolution of India-Brazil relations from diplomacy to deep-rooted strategic engagement.

Boosting Bilateral Trade to $20 Billion

One of the biggest announcements was the goal to increase bilateral trade to $20 billion. As of 2024, trade stood at around $12.6 billion (Ministry of Commerce & Industry). The new target reflects both countries’ intention to diversify and deepen commercial ties.

Modi used sports metaphors to capture the synergy: “Brazil is passionate about football, and India about cricket. When both come together, a $20 billion trade partnership is not difficult.”

India-MERCOSUR Agreement Expansion

Modi and Lula also discussed expanding the India-MERCOSUR Preferential Trade Agreement. MERCOSUR — a South American trading bloc led by Brazil, Argentina, Paraguay, and Uruguay — offers India a strategic gateway to Latin American markets.

This move aims to boost exports in pharmaceuticals, machinery, and information technology from India while enhancing agricultural and energy imports from Brazil.

Strategic Defence Cooperation

Both nations agreed to link their defence industries, marking a new phase in mutual trust. Brazil, a regional defence manufacturing hub, and India, with its “Make in India” focus, are well-positioned to co-develop military technologies and logistics frameworks.

According to India’s Ministry of Defence, this may include co-production of defence equipment, R&D collaboration, and even military training exchanges.

Digital and Renewable Partnerships

India and Brazil signed agreements to collaborate in digital governance and renewable energy. This aligns with both countries’ net-zero and digital inclusion goals.

India’s experience in digital public infrastructure like Aadhaar and UPI, and Brazil’s strength in bioenergy and solar innovations, create new avenues for knowledge exchange and joint development.

Cultural Connect and Global South Solidarity

Modi envisioned bilateral ties as vibrant and inclusive, stating: “Let our ties be colorful like the Brazilian Carnival, enthusiastic like football, and unifying like Samba.”

He emphasized that both countries consider the Global South a priority — not just geopolitically, but morally. In times of global instability, he said, India-Brazil relations offer “a strong pillar of balance and stability.”

Symbol of Friendship: Grand Collar Award

In a gesture of immense goodwill, President Lula conferred on PM Modi the Grand Collar of the National Order of the Southern Cross, Brazil’s highest civilian honor for foreign dignitaries. This symbolizes the growing trust and admiration between the two nations.

Conclusion: A Partnership for the Future

This bilateral engagement goes beyond protocol. It is about building resilient democracies, countering global threats, and embracing sustainable development.

India and Brazil, as leading voices of the Global South, are crafting a shared future — one rooted in trust, cooperation, and mutual respect.
