India recently hosted a landmark event bringing together senior experts from five Central Asian countries to strengthen regional cooperation in the fight against terrorism financing. Held on April 21st and 22nd, 2025, this first-of-its-kind Capacity Building Programme focused on the growing threats of terrorism financing through emerging channels such as cryptocurrencies, crowdfunding platforms, and the misuse of non-profit organisations.
Organised by the Department of Revenue in collaboration with the Ministry of External Affairs and the National Security Council Secretariat, the programme welcomed representatives from Uzbekistan, Turkmenistan, Kazakhstan, Tajikistan, and Kyrgyzstan. It offered a meaningful platform for shared learning, dialogue, and collaboration, tailored specifically to the needs and challenges faced by the Central Asian region.
Participants engaged in intensive sessions led by Indian experts from key agencies such as the Financial Action Task Force (FATF) Cell, Ministry of Home Affairs, National Investigation Agency (NIA), and the Financial Intelligence Unit (FIU-IND). An international expert from the Eurasian Group, a FATF-style regional body, also offered valuable insights on the global standards and best practices for Anti-Money Laundering and Countering the Financing of Terrorism.
The sessions explored a wide spectrum of pressing issues—ranging from the misuse of Virtual Asset Service Providers (VASPs) and crowdfunding platforms to the financing of radicalization and abuse of NPOs. Case studies and operational experiences shared during the programme enriched the learning experience and fostered a deeper understanding of the technical tools available to counter these threats.
By initiating this significant programme, India has not only reaffirmed its own commitment to the global fight against terrorism but has also extended a hand of solidarity and cooperation to its regional partners. The initiative highlights the importance of collective vigilance and capacity building in creating a more secure and resilient region for all.
