India, Russia Hold High-Level Maritime Consultations in Delhi
New Delhi, November 17, 2025: India and Russia held comprehensive interagency consultations in the capital to review and strengthen their long-standing maritime partnership.

Deepening the Strategic Maritime Partnership

The consultations reaffirmed the enduring Special and Privileged Strategic Partnership shared by India and Russia. Both nations acknowledged that the sustained guidance of Prime Minister Narendra Modi and President Vladimir Putin has consistently shaped bilateral cooperation, particularly in high-impact sectors like maritime trade, logistics and shipbuilding.
Officials reviewed ongoing initiatives and discussed new areas of collaboration to modernize maritime infrastructure, strengthen supply chain resilience and promote seamless connectivity across major trade corridors. The meeting underscored the importance of expanding the maritime dimension of the India–Russia partnership to support long-term economic stability.
Focus on Shipbuilding, Port Development and Logistics
One of the central themes of the dialogue was the potential for deeper cooperation in shipbuilding and port development. Delegates explored opportunities for joint projects, technology partnerships, maintenance solutions and industrial collaboration across Indian and Russian shipyards.
The two sides also discussed improving efficiency in maritime logistics by enabling faster cargo handling, enhancing multimodal connectivity and integrating digital solutions. Officials emphasized that strengthening maritime supply chains will contribute meaningfully to regional and global connectivity.
Arctic Cooperation and Maritime Research
With Russia’s vast Arctic expertise and India’s growing scientific presence in polar research, the consultations also focused on exploring joint initiatives in Arctic operations. Discussions included safe shipping routes, environmental monitoring, ice-class vessel development and emergency response capabilities.
Both nations agreed to strengthen academic and research collaborations through training programs, exchange visits and partnerships between maritime universities and research institutions.
