India, Russia to Review Defence Ties at Key Meet

India and Russia are set to hold a crucial round of high-level defence talks in New Delhi as Raksha Mantri Shri Rajnath Singh and Russian Defence Minister Mr Andrei Belousov co-chair the 22nd meeting of the India-Russia Inter-Governmental Commission on Military & Military Technical Cooperation (IRIGC-M&MTC) on December 4, 2025. The meeting marks an important step in sustaining the long-standing strategic partnership that has shaped India’s defence framework for decades.
The IRIGC remains the primary institutional mechanism overseeing defence cooperation between the two countries. The upcoming session will focus on evaluating ongoing military-technical projects, expanding joint production, and reviewing logistics, training, and technology-transfer programmes. Both ministers are expected to examine the progress of existing agreements while exploring avenues for modernisation and co-development of new platforms.

Review of Defence Partnership

The agenda includes a comprehensive review of India and Russia’s multi-dimensional defence partnership, which spans strategic platforms, weapons systems, joint exercises, and manufacturing collaborations. The ministers will assess pending projects, procurement frameworks, and potential upgrades to ensure that timelines and delivery schedules align with operational requirements of the Indian armed forces.

According to official sources, the discussions may also cover cooperation in advanced defence technologies and long-term industrial collaboration under India’s ‘Aatmanirbhar Bharat’ initiative. The IRIGC meeting is widely viewed as a key platform for synchronising defence priorities between New Delhi and Moscow amid evolving global dynamics.

The two sides are also likely to exchange views on contemporary regional and global security developments. Both countries have previously emphasised the importance of dialogue, multipolarity, and strengthened coordination to address emerging threats.

Tribute at National War Memorial

As part of his official engagements, Russian Defence Minister Andrei Belousov will lay a wreath at the National War Memorial in New Delhi. The solemn ceremony will honour Indian soldiers who laid down their lives in service to the nation. Such tributes have long been symbolic of the deep military camaraderie shared between the two nations.

The Russian delegation’s visit underscores the continuity of bilateral defence cooperation and signifies Moscow’s commitment to sustaining long-standing military ties with India.

Strengthening an Evolving Strategic Axis

India and Russia share a defence partnership that has evolved significantly over the years from traditional buyer-seller engagements to collaborations encompassing joint manufacturing, licensed production, and technology-sharing. The IRIGC has been central to steering this evolution by establishing structured dialogue and problem-resolution frameworks.

Key procurements, training programmes, and after-sales support mechanisms are expected to be part of the agenda. While no specific announcements have been made, experts anticipate reinforcement of existing commitments and potential discussions around next-generation projects that align with India’s long-term defence goals.

India continues to diversify its defence partnerships globally; however, Russia remains one of its most significant and reliable partners. This meeting is expected to reaffirm that relationship and set the tone for future engagements.

Context and Significance

The timing of the meeting holds strategic importance as geopolitical shifts reshape global defence and security alliances. India and Russia maintain steady communication channels and institutional mechanisms that allow for uninterrupted cooperation, despite changes in the wider international environment.

The IRIGC discussions aim to ensure that defence collaboration remains robust, predictable, and mutually beneficial. Both governments view military-technical cooperation as a critical pillar of their bilateral relationship.
