India-Spain Higher Education Conference Concludes in Delhi

Union Education Minister Shri Dharmendra Pradhan addressed the closing ceremony of the India–Spain Conference on Higher Education in New Delhi today. The two-day event, organized on 19–20 February 2026 with the support of the Embassy of Spain in India, coincided with the India AI Impact Summit 2026 and brought together senior academic leaders from both nations.
Shri Pradhan highlighted that the conference coincides with the Spain–India Dual Year 2026, marking 70 years of diplomatic relations. Emphasizing the importance of education, research, and youth exchange, he noted that India’s National Education Policy 2020 provides a strong framework for global academic collaboration and extended an invitation to Spanish universities to establish campuses in India.

AI, Innovation, and Ethical Responsibility

Addressing the role of technology, Shri Pradhan stated that AI must strengthen human judgment, creativity, and ethical responsibility, rather than replace it. He called on democracies to lead responsible innovation, emphasizing that India and Spain are committed to this vision. The Minister added that the conference is a step from dialogue to delivery, building bridges of knowledge that will shape the confidence of future generations.

Dr. Vineet Joshi, Secretary of Higher Education, observed that the conference united leadership from Indian and Spanish higher education at a pivotal moment in bilateral partnership. He highlighted universities’ critical role in driving innovation, economic growth, and strengthening people-to-people ties.

Spanish Perspective and Future Collaboration

H.E. Mr. Juan Antonio March Pujol, Ambassador of Spain to India, expressed honor at the Minister’s presence and emphasized universities’ essential role in guiding future generations. He noted that the conference initiated discussions on joint research, faculty and student mobility, and startup support, with plans to further formalize collaboration through memorandums of understanding later in 2026. The Ambassador acknowledged India’s openness to hosting Spanish university campuses.

Prof. Eva Alcón, President of the Conference of Rectors of Spanish Universities (CRUE), affirmed Spain’s commitment to long-term academic cooperation with India. She underscored that the summit represents the beginning of a sustained partnership to advance equitable access to higher education, sustainable development, and global health, balancing local priorities with global goals.

Participation and Institutional Engagement

Over 30 rectors and senior leaders from Spanish universities participated, alongside around 70 Indian higher education institutions, reflecting robust institutional engagement. The conference set the stage for deepened collaboration, knowledge sharing, and long-term academic partnerships between India and Spain.
