Nuclear Energy Reforms for Energy Security
Dr. Singh said India is at a decisive inflection point in its nuclear energy program, with reforms designed to attract private participation while maintaining the highest safety standards. The government is framing detailed rules under the new nuclear legislation, ensuring due diligence, stakeholder engagement, and global best practices.
The Minister explained that light water reactors may currently be costlier than indigenous pressurized heavy water reactors, but costs are expected to decline through scale, localization, and increased domestic participation. Operator-supplier liability frameworks remain intact, with contractual arrangements allowed between private operators and suppliers.
Gaganyaan Programme Update
Addressing space sector developments, Dr. Singh noted that the uncrewed Gaganyaan G1 mission is expected in the second half of 2026, preceding the human spaceflight planned for 2027. He emphasized rigorous multi-agency coordination, including the Navy, to ensure safety and mission success. India’s space economy has grown to USD 8 billion, with projections of USD 20–25 billion in coming years.
Dr. Singh highlighted practical applications of space technology in governance, public welfare, agriculture, telemedicine, and infrastructure monitoring, including drone-based land mapping under SVAMITVA and Gati Shakti programmes.
Research, Development & Innovation Fund
Dr. Singh announced the ₹1 lakh crore RDI Fund to bridge laboratory research and market-ready technologies. The first tranche of ₹4,000–5,000 crore is expected shortly, managed by the Technology Development Board and BIRAC. The Fund targets emerging areas such as quantum technologies, supporting India’s National Quantum Mission.
India’s Long-Term Energy Mix
The Minister stressed that nuclear energy is crucial for uninterrupted base-load power, complementing renewables to meet climate commitments and support strategic and economic growth. He affirmed that statutory bodies under the nuclear law, including a strengthened Atomic Energy Regulatory Board and Atomic Energy Redressal Commission, will be operationalized to ensure safety and efficiency.
