Indian Navy to Celebrate ‘Year of Naval Civilians – 2024’ with Grand Commemoration Ceremony

The Indian Navy will host a grand commemoration ceremony on December 30, 2024, at the Dr. DS Kothari Auditorium, DRDO Bhawan, New Delhi, to honor the contributions of its civilian personnel. The event, marking the culmination of the ‘Year of Naval Civilians – 2024,’ will feature the Hon’ble Raksha Mantri as the Chief Guest.

Declared as the ‘Year of Naval Civilians,’ 2024 has been dedicated to recognizing the invaluable role of civilian personnel in enhancing the operational preparedness of the Indian Navy. Throughout the year, the Navy implemented a range of initiatives to improve administrative efficiency, foster digital transformation, and support the professional and personal growth of its civilian workforce.

Key Achievements of the Year:

  1. Policy and Welfare Initiatives:
    • Introduction of a Citizen’s Charter for the Directorate of Civilian Personnel.
    • Revision of the HR Handbook on Civilian Personnel Management and a Vision Document for Naval Civilian HR Management.
    • Enhanced welfare measures, including insurance coverage for civilians working on ships and CGHS facilities extended to 21 industrial units in Mumbai.
  2. Digital and Administrative Modernization:
    • Overhaul of the Naval Civilian Management Information System (NCMIS) with features like a chatbot and online modules for NOCs and DV clearances.
    • Rollout of e-HRMS Version 2.0 for gazetted officers.
  3. Training and Development:
    • Introduction of training modules for civilians on the iGOT platform.
    • Specialized workshops and programs to enhance skills and knowledge.
  4. Financial Benefits:
    • A memorandum of understanding with Bajaj Life Insurance for life insurance coverage.
    • Extension of the Defence Salary Package to all Naval civilians.

The Indian Navy’s efforts in 2024 underscore its commitment to fostering an inclusive and supportive environment for its civilian personnel. By addressing critical aspects of welfare, training, and modernization, the Navy has reinforced the importance of civilian contributions to national security and maritime excellence.

The celebration on December 30 will not only honor these achievements but also highlight the Navy’s dedication to creating a progressive and efficient workforce as a cornerstone of its operational success.
