Kharge’s Rajya Sabha Remarks on Dhankhar Spark BJP Outcry

On the opening day of the Winter Session, Congress president and Leader of the Opposition in Rajya Sabha Mallikarjun Kharge congratulated newly seated Chairman CP Radhakrishnan  but his remarks referencing the “sudden” and “unexpected” exit of former Vice-President Jagdeep Dhankhar provoked an immediate, sharp reaction from the treasury benches. The exchange set a combative tone in the Upper House as leaders debated decorum and dissent.

Kharge Appeals for Balance, Mentions Dhankhar

Kharge began by warmly welcoming CP Radhakrishnan and invoked a quote from former President Sarvepalli Radhakrishnan about impartiality in the Chair: “A democracy is likely to degenerate into a tyranny if it does not allow the Opposition groups to criticise fairly, freely and frankly the policies of the government.” He reminded the House of Radhakrishnan’s early political ties and asked the new Chairman to maintain “equilibrium on both sides.”

Kharge also expressed regret that the Rajya Sabha did not have an opportunity to bid farewell to Jagdeep Dhankhar following his abrupt resignation in July, calling the departure “completely unexpected” and saying members were “disheartened” by the lack of formal valediction.

BJP Leaders Respond Quickly and Forcefully

Union Parliamentary Affairs Minister Kiren Rijiju took strong exception to Kharge’s reference to Dhankhar, urging restraint on what he called “unnecessary” remarks on a solemn occasion. Rijiju reminded the House of earlier comments made by some Opposition leaders aimed at Dhankhar and said those past words had “tarnished the dignity of the Chair.” His rebuke reflected the BJP’s sensitivity over any suggestion that the resignation warranted parliamentary scrutiny rather than immediate sympathy.

The verbal clash briefly disrupted proceedings, with members on both sides visibly animated. Parliamentary aides described the moment as an early indicator that the Winter Session may see intense exchanges between the government and the Opposition.

Why Dhankhar’s Exit Still Resonates

Jagdeep Dhankhar resigned as Vice-President and ex-officio Chairman of Rajya Sabha on July 21, citing health reasons. His sudden departure fuelled commentary across political lines and left unresolved questions in the minds of Opposition leaders who had sought a formal farewell. Kharge’s invocation shows that the issue remains politically charged and capable of reviving past tensions in the House.

Radhakrishnan’s Role and the Call for Impartiality

CP Radhakrishnan, a former Governor and long-time parliamentarian, assumed the Chair amid expectations that he will steer the Upper House with neutrality. Kharge’s appeal for balance — and his reference to Sarvepalli Radhakrishnan’s admonition that the Chair belong equally to the Government and Opposition — underscored Opposition concerns about procedural fairness.

Political Stakes as Winter Session Unfolds

With key government business on the agenda during the Winter Session, including bills and budgetary discussions, the tone and conduct in the Rajya Sabha will be closely watched. Analysts say early sparks like Monday’s exchange are likely to influence how both sides manage disputes over timing, notices and the rights of members to raise sensitive issues.
