RR Team, February 19, 2026February 19, 2026
Union Minister of Minority Affairs and Parliamentary Affairs, Shri Kiren Rijiju, inaugurated the National Chintan Shivir at Nalanda University, Rajgir, Bihar, launching the NIGRANI App, Haj Wrist Band, and AI Chatbots of the Ministry of Minority Affairs. The two-day deliberation brought together Union and State Ministers, senior officials, and domain experts to chart a policy roadmap for minority welfare and socio-economic empowerment.
Shri Rijiju highlighted that discussions at the Shivir would strengthen Centre-State coordination, enhance stakeholder participation, and ensure effective implementation of welfare schemes at the grassroots level. Emphasizing Nalanda’s legacy as a symbol of India’s ancient civilisation and a Centre of Excellence, he commended the Ministry team for organising the event.

Launch of Digital Initiatives for Minority Welfare

The NIGRANI App, launched under the PMJVK Scheme, aims to bridge infrastructural gaps across minority-concentrated regions. Alongside, the Haj Wrist Band and AI Chatbots were unveiled to enhance digital governance and improve accessibility of services for minority communities.

Union Minister of State for Minority Affairs, Shri George Kurian, emphasized that initiatives such as PMJVK, PMVIKAS, NMDFC, UMEED Central Portal, and Haj Modernization schemes are critical for achieving the Prime Minister’s vision of Viksit Bharat @2047. These programs focus on infrastructural development, socio-economic empowerment, and digital transformation in minority areas.

Focus on Grassroots Participation

The Shivir aimed to promote citizen participation under the principles of Sabka Sath, Sabka Vikas, Sabka Vishvaas, and Sabka Prayaas. Secretary of MoMA, Shri Chandra Shekhar Kumar, emphasized leveraging public-private-community partnerships to ensure transparency, accountability, and effective service delivery. Representatives from Nagaland, Arunachal Pradesh, Sikkim, and Tripura praised the Ministry’s initiatives for bridging infrastructural and community gaps.

Thematic Group Discussions

The event featured focused group discussions across five themes:

  • Infrastructure Development (PMJVK)
  • Socio-economic Empowerment (PMVIKAS + NMDFC)
  • Waqf Management
  • Haj Management
  • Scholarship Schemes

Interactive sessions encouraged active participation, peer learning, and consensus-building. Insights from these discussions are expected to guide policy improvements and enhance the impact of the Ministry’s programs on minority welfare nationwide.

The National Chintan Shivir underlined the Ministry’s commitment to inclusive development and the Prime Minister’s vision of a transformed, empowered, and digitally enabled India by 2047.
