Koyla Shakti & CLAMP Portals: India’s Digital Coal Reform

New Delhi, October 30, 2025: In a landmark step toward digital transformation in India’s coal sector, Union Minister of Coal and Mines Shri G. Kishan Reddy launched the Koyla Shakti Dashboard and the Coal Land Acquisition, Management, and Payment (CLAMP) Portal in New Delhi. The twin initiatives mark a major stride toward transparent, efficient, and technology-driven coal governance.

Digital Backbone for India’s Coal Ecosystem

Calling the Koyla Shakti Dashboard the “digital backbone of India’s coal ecosystem,” the Minister emphasized that it will integrate the entire coal value chain on a single platform. It will facilitate real-time monitoring, enhance coordination among stakeholders, and promote data-driven decision-making. The initiative aligns with the Government’s vision of “Aatmanirbhar Bharat” and “Minimum Government, Maximum Governance.”

At the same event, Shri Reddy highlighted that the CLAMP Portal will bring transparency to land acquisition and compensation processes in coal-bearing areas, reducing delays and ensuring equitable rehabilitation for affected communities.

Officials Outline Reform-Driven Vision

Shri Vikram Dev Dutt, Secretary, Ministry of Coal, noted that both platforms exemplify the Ministry’s reform-oriented and forward-looking approach. “By leveraging technology for real-time integration, these systems will boost efficiency, accountability, and coordination across the coal value chain,” he said.

Smt. Rupinder Brar, Additional Secretary and Nominated Authority, presented an in-depth overview of Koyla Shakti – Smart Coal Analytics Dashboard (SCAD). She explained that the dashboard brings together data from coal companies, central ministries, state departments, railways, ports, and power utilities to provide end-to-end visibility of the coal supply chain.

Koyla Shakti Dashboard: Unifying the Coal Value Chain

The Koyla Shakti Dashboard is designed as a one-stop digital interface integrating the entire coal ecosystem from mining to transportation and consumption. It connects key stakeholders such as coal producers, ports, railways, power plants, and state authorities for real-time data sharing and monitoring.

Its main objectives include unified visibility, real-time monitoring of coal movement, and data-driven decision-making. The system also provides predictive analytics to forecast demand and optimize logistics, ensuring better coordination between suppliers and end users.

Key features include:

  • Unified Visibility: Data integration from multiple ministries and companies.
  • Transparency: Centralized access to production, dispatch, and consumption metrics.
  • Operational Efficiency: Simplified tracking of logistics and performance indicators.
  • Policy Support: Real-time analytics for strategic planning and demand forecasting.

Officials stated that Koyla Shakti represents India’s readiness to deploy cutting-edge technology for governance reforms, turning coal management into a digitally intelligent, data-secure ecosystem.

CLAMP Portal: Simplifying Land Acquisition

The Coal Land Acquisition, Management, and Payment (CLAMP) Portal is another milestone in digitizing governance. It will streamline land acquisition and compensation processes, ensuring timely and transparent payments to landowners and affected families.

The portal serves as a unified repository of land records, digitizing every step from uploading land details to processing compensation. It enhances inter-agency coordination and minimizes procedural bottlenecks that have historically delayed coal projects.

By adopting a fully paperless workflow, CLAMP aims to strengthen accountability and boost stakeholder confidence, setting a new standard in citizen-centric digital governance.

Driving India’s Energy Future

The dual launch reinforces India’s commitment to using technology for sustainable and transparent governance. Both Koyla Shakti and CLAMP are expected to play a crucial role in enhancing productivity, policy planning, and investor confidence in the coal sector  a cornerstone of India’s energy security.

According to the Ministry of Coal, these platforms will continue to evolve with AI-powered analytics and advanced dashboards in future phases. They aim to set global benchmarks in digital energy management.
