LBSNAA Hosts Workshop on NAKSHA for District Collectors

New Delhi, October 7: The Lal Bahadur Shastri National Academy of Administration (LBSNAA), in collaboration with the Department of Land Resources (DoLR), Ministry of Rural Development, inaugurated a two-day national workshop on the NAKSHA Programme today. The initiative aims to prepare District Magistrates and Collectors for the pilot rollout of this transformative urban land records project across 28 states and 3 Union Territories.

The NAKSHA Programme, a one-year pilot under the Digital India Land Records Modernization Programme (DILRMP), seeks to revolutionize urban land governance by introducing transparency, efficiency, and accessibility through advanced geospatial mapping, GNSS, and Web-GIS tools. This initiative is a major step towards ‘One Nation, One Land Record’, digitally mapping and authenticating all urban land parcels.

Comprehensive Training for Effective Implementation

The workshop, held from October 6–7, 2025, provides participants with technical, legal, and administrative knowledge essential for effective NAKSHA implementation. Sessions cover workflow management, ground-truthing processes, and hands-on training in modern surveying techniques like GNSS/ETS.

Organized by the B.N. Yugandhar Centre for Rural Studies, LBSNAA, the event facilitates knowledge exchange between field officers and domain experts, ensuring district administrators are equipped to handle both the technical and policy aspects of urban land record modernization.

Expert Insights and Key Speakers

Shri Manoj Joshi, Secretary, DoLR, delivered the keynote address highlighting the program’s transformative potential. Other prominent speakers included Shri Kunal Satyarthi, Joint Secretary, DoLR; Shri S.K. Sinha, Additional Surveyor General, Survey of India; and technical experts from MPSEDC and the National Institute of Geo-informatics Science and Technology (NIGST), Hyderabad.

Senior civil servants shared practical experiences, including Shri S. Sambasiva Rao, Director of Survey and Land Records, Kerala; Shri N.K. Sudhansu, Director General, YASHADA; and Shri S. Chockalingam, Principal Secretary, Maharashtra, offering insights on field implementation and challenges.

Key Workshop Highlights

  • Comprehensive Overview: Detailed understanding of NAKSHA workflow, deliverables, and validation processes.
  • Technical Training: Introduction to GIS, Web-GIS, and hands-on survey techniques including GNSS/ETS.
  • Practical Insights: Guidance on aerial data acquisition and addressing field challenges.
  • Implementation Framework: Administrative and legal aspects, and best practices for awareness campaigns.

The workshop aims to ensure that district administrative heads are fully prepared to manage the NAKSHA Programme, strengthening urban land governance and supporting future city planning initiatives.
