Lok Sabha Speaker to Lead Indian Delegation to 11th BRICS Parliamentary Forum in Brazil, Focus on Inclusive Global Governance and AI

In a significant diplomatic engagement, the Speaker of the Lok Sabha, Shri Om Birla, will lead a high-level Indian Parliamentary Delegation to the 11th BRICS Parliamentary Forum, scheduled to be held in Brasilia, Brazil, from June 3 to 5, 2025. The event brings together key lawmakers from BRICS nations and other invited countries to deliberate on pressing global issues and foster greater inter-parliamentary cooperation.

The central theme of this year’s forum is “The Role of BRICS Parliaments in Building More Inclusive and Sustainable Global Governance”. It reflects a growing global consensus on the need for a more equitable international order that prioritizes inclusivity, sustainability, and collective progress.

 

Alongside Shri Birla, the Indian delegation includes Deputy Chairman of the Rajya Sabha Shri Harivansh, MPs Shri Surendra Singh Nagar, Shri Vijay Baghel, Shri Vivek Thakur, and Dr. Shabari Byreddy, as well as Lok Sabha Secretary General Shri Utpal Kumar Singh and Rajya Sabha Secretary General Shri P.C. Mody. Their participation highlights India’s commitment to strengthening parliamentary diplomacy and promoting cooperative dialogue among nations.

 

Shri Om Birla is expected to deliver a keynote address on a topic that resonates deeply with global concerns—“Inter-Parliamentary Cooperation for Responsible and Inclusive Artificial Intelligence.” He will also speak on several other key themes including BRICS cooperation, reforms in global peace and security frameworks, and avenues for sustainable economic growth. These discussions are especially crucial at a time when the world faces complex challenges, ranging from geopolitical tensions to rapid technological changes.

 

India’s emphasis on responsible use of Artificial Intelligence is likely to be underlined through references to groundbreaking initiatives of the Indian Parliament, such as ‘Bhashini’, a digital platform promoting language inclusivity and access to information for all. These efforts symbolize India’s broader vision of ensuring that technology empowers rather than excludes.

 

Deputy Chairman Shri Harivansh will contribute to sessions focused on global health and climate sustainability—issues that have assumed paramount importance in a post-pandemic world increasingly vulnerable to environmental crises.

 

Indian MPs will also actively engage in parallel sessions such as the Meeting of BRICS Women Parliamentarians and the gathering of Committee Chairs on International Affairs, signaling a comprehensive and inclusive approach to international parliamentary engagement.

 

The forum will see participation from BRICS countries, including Brazil, Russia, India, China, South Africa, and new members such as Saudi Arabia, Egypt, UAE, Ethiopia, Indonesia, and Iran. Delegates from other invited nations like Belarus, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Uganda, and Uzbekistan will also be in attendance, along with the President of the Inter-Parliamentary Union, H.E. Ms. Tulia Ackson.

 

At the conclusion of the forum, a Joint Statement is expected to be adopted, summarizing shared goals and reaffirming a collective vision for global progress. Shri Birla is also likely to hold bilateral meetings with counterparts from other nations, further deepening India’s parliamentary ties on the world stage.

 

This visit stands as a testament to India’s proactive and thoughtful engagement in shaping a more balanced, inclusive, and humane global governance structure—guided by shared values and mutual respect.
