Lokpal Foundation Day 2026: Strengthening Integrity

The Lokpal of India observed its Foundation Day on January 16, 2026, reaffirming its unwavering commitment to integrity, accountability, and transparent governance. The occasion marked twelve years since the institution came into force under Section 3 of the Lokpal and Lokayuktas Act, 2013, a landmark legislation born out of a sustained public demand for an independent anti-corruption watchdog.

The commemorative function was held at the Lokpal of India office in New Delhi in a modest in-house ceremony, reflecting the institution’s adherence to fiscal prudence amid budgetary constraints. The event was presided over by Justice A. M. Khanwilkar, Chairperson of the Lokpal, in the presence of Members and senior officials.

A Milestone in India’s Democratic Journey

Welcoming the gathering, Justice Lingappa Narayana Swami, Judicial Member of the Lokpal, described the Foundation Day as a moment of reflection and renewal. He noted that the establishment of the Lokpal marked a significant chapter in India’s democratic evolution, aimed at strengthening vigilance, fairness, and public trust in governance.

He emphasized that Lokpal Day is not merely ceremonial but serves as a reminder of the institution’s responsibility to evaluate its progress, reaffirm its ethical mandate, and chart a forward-looking path in the fight against corruption.

Remembering the Vision Behind Lokpal

Addressing the gathering, Justice A. M. Khanwilkar paid tribute to the individuals whose perseverance and sacrifice led to the creation of the Lokpal. He particularly recalled the role of Padma Bhushan awardee Anna Hazare and the contributions of Justice N. Santosh Hegde, former Supreme Court judge and ex-Lokayukta of Karnataka.

Justice Khanwilkar highlighted that the Lokpal and Lokayuktas Act, 2013, was enacted in response to a long-standing public aspiration for an autonomous and independent mechanism capable of inquiring into corruption allegations, including those involving high public offices.

Rising Public Trust and Citizen Engagement

Underscoring the growing relevance of the institution, the Lokpal Chairperson noted a steady rise in the number of complaints received over the past two years. Projections for 2025–26 indicate a significant increase compared to the previous year, reflecting heightened citizen awareness and confidence in the Lokpal’s grievance redressal process.

He explained that the increased number of bench sittings and proactive case handling have helped minimize pendency, ensuring timely and efficient disposal of complaints while strictly adhering to due process and the rule of law.

Justice, Independence, and Moral Responsibility

Justice Khanwilkar stressed that true justice requires patience and quiet courage rather than public performance. He stated that the Lokpal’s independence is demonstrated through consistent and fearless action, rooted firmly in constitutional values.

Calling upon citizens, including Non-Resident Indians and Overseas Citizens of India, he reminded them that public participation is crucial in combating corruption. Quoting Martin Luther King Jr., he warned that silence in the face of wrongdoing weakens democracy.

Digital Transformation and Institutional Strengthening

A key highlight of the event was the inauguration of the Lokpal’s newly developed state-of-the-art IT infrastructure and data centre. The upgraded system aims to enable end-to-end digital, paperless processing of complaints, enhancing efficiency, data security, and confidentiality.

The digital push reflects the institution’s commitment to modern governance practices while improving accessibility and transparency for citizens across the country.

Recognising Excellence and Service

During the ceremony, winners of competitions organised on International Anti-Corruption Day 2025 were felicitated. Long-serving staff members were also honoured for their dedication and contribution to the institution’s growth.

Additionally, children of Lokpal officers and staff who excelled in academics, sports, arts, music, and literature received recognition, underscoring the institution’s emphasis on holistic values.

Reaffirming the Path Ahead

Concluding the event, Justice Khanwilkar expressed confidence that the Lokpal of India will continue to strengthen its institutional capacity and discharge its statutory mandate with integrity and courage. He reaffirmed the Lokpal’s resolve to foster clean, accountable governance in alignment with the rule of law.
