Manthan Baithak to Boost India’s Cooperative Vision

New Delhi, June 29, 2025 — The Ministry of Cooperation will host a high-level Manthan Baithak on June 30, 2025, at Bharat Mandapam, New Delhi. The Union Home Minister and Minister of Cooperation, Shri Amit Shah, will chair the session. This gathering of Cooperation Ministers from all States and UTs will shape the future of India’s cooperative movement.

Unifying the Cooperative Sector

The Manthan Baithak will serve as a national platform to review schemes, track implementation progress, and collect feedback from states. Key officials such as Additional Chief Secretaries and Cooperation Secretaries will participate actively.

The event’s theme, ‘Sahkar Se Samriddhi’ (Prosperity through Cooperation), reflects the Hon’ble Prime Minister’s vision for inclusive rural growth through robust cooperative structures.

Major Schemes Under Review

Several important programs will be discussed, including the formation of 2 lakh new Multi-purpose Primary Agricultural Credit Societies (PACS). These are designed to strengthen rural service delivery in agriculture, dairy, and fisheries.

A key focus will be the World’s Largest Grain Storage Scheme in the cooperative sector. This initiative is expected to enhance food security and empower India’s farmers.

Digital and Structural Reforms

States will review digital initiatives like the PACS computerization project and the Registrar Cooperative Society (RCS) Office Computerization. Discussions will also include the National Cooperative Database, a key policy tool for planning.

Structural support measures such as the operationalization of Shared Services Entities for cooperative banks and the Umbrella Organization for Urban Cooperative Banks will also feature prominently.

New Cooperative Entities and Training Initiatives

The Baithak will examine the roles of the three newly formed National Multi-State Cooperative Societies:

  • National Cooperative Export Limited (NCEL)
  • National Cooperative Organics Limited (NCOL)
  • Bharatiya Beej Sahkari Samiti Limited (BBSSL)

Furthermore, the focus will be on capacity building and training through Tribhuvan Sahkari University to empower human resources in the cooperative space.

Special Focus: Dairy, Pulses, and Circular Economy

The discussion will cover White Revolution 2.0 and sustainability in dairy. Another highlight includes procurement support for pulses and maize under the Atmanirbharta Abhiyan.

Ongoing campaigns like “Cooperation Among Cooperatives” and preparations for the “International Year of Cooperatives 2025” will be reviewed, setting the roadmap for wider national engagement.

Promoting Cooperative Federalism

This Baithak reinforces the spirit of cooperative federalism. The Centre and States will collaborate to turn grassroots cooperatives into vibrant economic engines.

By encouraging shared learning, digital innovation, and stronger coordination, India’s cooperative sector is poised to become a pillar of rural and economic development.
