Ministry of Parliamentary Affairs Releases Year-End Review 2025

RR Team, January 5, 2026January 5, 2026
The Ministry of Parliamentary Affairs (MoPA) has released its Year-End Review 2025, highlighting significant legislative and digital governance achievements. During the year, 39 Bills were passed by both Houses of Parliament, covering key areas such as taxation, sports governance, online gaming, insurance reforms, and rural development. Notable legislative milestones included the Income-tax Bill 2025, National Sports Governance Bill, Promotion & Regulation of Online Gaming Bill, and the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (VB-G-RAM-G) Bill.

Legislative Sessions and Special Discussions

The Ministry conducted multiple sessions in 2025, including the Fourth, Fifth, and Sixth Sessions of the Eighteenth Lok Sabha. Key discussions included Operation Sindoor, Election Reforms, and the 150th Anniversary of the National Song “Vande Mataram”. The Lok Sabha and Rajya Sabha also deliberated on budgetary allocations, supplementary demands for grants, and statutory resolutions related to President’s Rule in Manipur.

Members actively participated in Zero Hour and Rule 377 debates, raising over 1,700 matters in the Lok Sabha and 460 in the Rajya Sabha, all forwarded to relevant Ministries for timely action. The Ministry maintained follow-up and monitoring mechanisms to ensure accountability and prompt responses.

Digital Transformation through NeVA

The National e-Vidhan Application (NeVA) marked a transformative year, with 20 State/UT legislatures going fully digital. Key milestones included:

  • Rajasthan and Odisha Legislative Assemblies adopted NeVA in January and February 2025.
  • Uttarakhand and Puducherry became fully digital in February and June 2025.
  • Delhi Legislative Assembly transitioned to NeVA in August 2025, completing digital adoption in under 100 days.

The 3rd National Conference on NeVA, held on 30th October 2025, reaffirmed the commitment of all participating legislatures to expand and fully utilize NeVA for transparent, paperless legislative processes.

Capacity Building and Public Engagement

The Ministry conducted multiple training workshops and handholding sessions for State/UT legislatures, enabling officers to familiarize themselves with NeVA functionalities. The Youth Parliament Programme (NYPS 2.0) and nationwide observance of Constitution Day strengthened civic awareness, while the mass singing of “Vande Mataram” celebrated its 150th anniversary across India.

Public grievance redressal and RTI management were efficiently handled, with 1,877 grievances and 401 RTIs disposed of during the year. No pending cases remain at year-end, reflecting the Ministry’s commitment to transparency and citizen-centric governance.

International Engagements and Liaison

Three Members of Parliament undertook official foreign visits, while the Ministry facilitated three parliamentary delegations from the UK, Russia, and Saudi Arabia, exchanging insights on legislative best practices. Continuous liaison with party leaders and whips ensured smooth functioning of parliamentary business throughout the year.
