Mission Karmayogi Redefines Governance with AI Push

New Delhi: Mission Karmayogi is steadily transforming India’s governance architecture by shifting the civil services from a rule-based approach to a role-based, outcome-oriented system, Union Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh said on Thursday.
Speaking at the event titled “AI for Capacity Building: Transforming Governance”, organised by the Capacity Building Commission (CBC) and Karmayogi Bharat in partnership with the India AI Mission, the Minister underscored that capacity building in government must be continuous, adaptive and aligned with real-world responsibilities.Dr Jitendra Singh said the institutional framework being implemented today is rooted in Prime Minister Narendra Modi’s vision of preparing government officials for dynamically changing roles rather than limiting them to static rules and procedures.

Governance Beyond Rule-Bound Silos

The Minister emphasised that governance can no longer remain confined to rigid silos and procedural compliance alone. He said civil servants are often required to handle diverse responsibilities across sectors during their careers, making role-based preparedness essential.

Highlighting the significance of the iGOT Karmayogi platform, Dr Singh said it enables officers to approach their assignments with greater clarity, accountability and outcome orientation. Unlike traditional systems that focused primarily on recruitment and qualification, the new framework prepares officers for the actual roles they are expected to perform.

Mission Karmayogi’s Expanding Reach

Dr Jitendra Singh noted that Mission Karmayogi has evolved steadily since its inception. What began as a capacity-building initiative for civil servants has now expanded to include officials across ministries, departments and various levels of government.

The programme has also been extended to newly recruited officers through Mission Karmayogi Prarambh. Offered alongside appointment letters during Rozgar Melas, the initiative allows recruits to begin preparing for administrative challenges from the very start of their service.

AI as an Enabler, Not a Substitute

Referring to the integration of Artificial Intelligence into governance training, the Minister stressed that AI must function as an enabler rather than a replacement for human judgement. He said future governance will require officers who can adapt, learn continuously and deliver in complex environments.

Under the leadership of CBC Chairperson Smt Radha Chauhan, the iGOT platform has adopted several AI-driven tools, including AI Saarthi, AI Tutor and AI-based Capacity Building Plans. These tools enable personalised learning pathways, faster planning and improved training delivery across ministries.

Launch of Karmayogi Classroom

A key highlight of the event was the launch of the “Karmayogi Classroom”, a new AI-enabled feature on the iGOT Karmayogi platform. The tool is designed to enhance contextual, interactive and personalised learning experiences for civil servants.

The programme also featured live demonstrations and thought leadership sessions by AI ecosystem partners, showcasing AI tutors, competency mapping tools and indigenous AI solutions tailored specifically for public administration.

Strong Institutional Backing

The event witnessed participation from senior government officials including Smt Rachna Shah, Secretary, Department of Personnel and Training; Smt Radha Chauhan, Chairperson, Capacity Building Commission; and Shri Subramanian Ramadorai, Chairperson, Karmayogi Bharat.

Setting the context, Smt Chhavi Bhardwaj, CEO, Karmayogi Bharat, highlighted that iGOT has emerged as the foundational digital infrastructure for public sector capacity building, with over 1.5 crore learners and more than 6.7 crore course completions to date.

Ethical and Inclusive Use of AI

Smt Rachna Shah emphasised that AI has the potential to significantly strengthen transparent, responsive and citizen-centric governance. She noted that AI-driven capacity building can improve relevance, timeliness and personalisation in training.

At the same time, she underlined the importance of ethical safeguards and inclusive access to ensure that technology-driven governance remains fair, accountable and accessible to all sections of society.

Hybrid Model for Future Governance

Concluding his remarks, Dr Jitendra Singh said learning must remain a constant process in governance as citizen expectations, administrative challenges and technological tools continue to evolve.

He asserted that a hybrid model combining Artificial Intelligence with human intelligence will be critical to building a future-ready, responsive and effective public administration.
