MoPA Pushes Seva Sankalp, Citizen-Centric Governance

The Ministry of Parliamentary Affairs (MoPA) has reaffirmed its commitment to citizen-first governance by reviewing the “Seva Sankalp Resolution” adopted by the Union Cabinet. At a meeting chaired by the Secretary, MoPA, officers were urged to transition from a mindset of entitlement to one rooted in service and accountability.
The meeting, held on March 2, 2026, brought together officers and officials of the Ministry to deliberate on the guiding principles of the resolution and align them with the Ministry’s parliamentary and administrative responsibilities.

Focus on Spirit of Service

At the outset, the Seva Sankalp Resolution was read out, setting the tone for detailed discussions on its implementation. The Secretary emphasised that governance must be driven by dedication, integrity and responsiveness, placing citizens at the centre of every policy and action.

He called for a cultural shift in public administration from a “sense of entitlement” to a “sense of service.” According to him, this transformation is critical to building trust between citizens and institutions.

The Secretary further encouraged officials to perform their duties with “shraddha bhaav,” or a spirit of sincerity and devotion, ensuring that their work leaves a lasting institutional legacy.

Aligning with Viksit Bharat Vision

Discussions during the meeting also reflected on achievements made over the past 12 years across various sectors in pursuit of the Viksit Bharat vision. Structural reforms and governance improvements undertaken by multiple government departments were reviewed in the context of strengthening institutional efficiency.

Officers examined how parliamentary processes and administrative functions within MoPA could be further streamlined to contribute effectively to national development goals.

The deliberations underscored the importance of ensuring that legislative responsibilities are discharged with transparency and procedural discipline.

Strengthening Transparency and Accountability

A significant portion of the meeting focused on enhancing transparency, improving coordination and ensuring time-bound disposal of official work. Participants stressed that responsiveness and clarity in communication are essential for effective governance.

Improving inter-departmental coordination was also highlighted as a key factor in ensuring smooth parliamentary functioning. Officials agreed that structured monitoring mechanisms and regular review processes would strengthen accountability.

The Ministry reiterated its resolve to implement reforms that reduce procedural delays and promote citizen-centric outcomes.

Collective Commitment to Seva Ethos

By the conclusion of the meeting, officers reaffirmed their commitment to uphold the ethos of Seva embedded in the resolution. The focus remains on embedding service orientation into everyday administrative practices.

The Seva Sankalp Resolution, adopted by the Union Cabinet at its first meeting at “Seva Teerth,” reflects a broader push to institutionalise public service values within governance frameworks.

Officials noted that consistent introspection and capacity building would be essential to sustaining this transformation across departments.
