Focus on Strengthening MPLADS Implementation
The workshop was organised as part of MoSPI’s ongoing efforts to update the MPLADS framework based on feedback received from Members of Parliament, State and district authorities, and other stakeholders involved in implementation and monitoring of the scheme.
Discussions centred on revising the existing MPLADS Guidelines to address operational challenges, improve coordination between agencies, and ensure timely completion of sanctioned works. The objective, officials said, is to make the scheme more outcome-oriented while maintaining strict financial discipline.
Upgrading the eSAKSHI Digital Platform
A major component of the workshop focused on proposed enhancements to the eSAKSHI Portal, the digital backbone for monitoring MPLADS projects. Participants examined new functionalities aimed at enabling real-time tracking, improved reporting and seamless integration of data from districts and States.
The deliberations highlighted the need for an end-to-end digital workflow that would cover project sanction, fund release, execution, inspection and completion. Strengthening the portal, officials noted, would significantly enhance transparency and public accountability in utilisation of MPLADS funds.
Broad National Participation
The workshop witnessed participation of around 120 representatives from all States and Union Territories. These included officers associated with MPLADS implementation and monitoring at the State, district and local levels.
Senior officials from MoSPI, State Governments, district administrations and programme implementation departments actively participated in the discussions, sharing ground-level experiences, best practices and practical suggestions for reform.
Key Dignitaries at the Event
The workshop was inaugurated by Ms. Puja Singh Mandol, Additional Secretary, MoSPI. In her inaugural address, she underscored the importance of building a robust, transparent and technology-driven framework for effective implementation of MPLADS.
She emphasised that revising the guidelines and strengthening the eSAKSHI Portal would help address persistent implementation bottlenecks, improve monitoring mechanisms and ensure optimal utilisation of public funds.
Emphasis on Transparency and Accountability
Ms. Mandol highlighted that digital tools such as eSAKSHI play a critical role in ensuring accountability and fostering public trust. She noted that enhanced digital monitoring would enable better oversight of projects and reduce delays in execution.
The discussions also explored convergence of MPLADS with other government schemes to maximise developmental impact, while avoiding duplication of efforts and resources.
Active Role of State and District Administrations
The event was attended by senior officials including Shri C. F. Joseph, Deputy Director General, MoSPI, Smt. Priyanka, District Collector, Ernakulam, and Shri Mohd. Shafiq, Deputy Secretary and Director, Programme Implementation Evaluation and Monitoring Department, Government of Kerala.
Officers from State and Union Territory governments, district authorities and MoSPI shared insights on challenges faced at the implementation level and offered suggestions to streamline procedures.
Way Forward for MPLADS Reforms
Officials said the inputs and recommendations gathered during the workshop would play a crucial role in finalising the revised MPLADS Guidelines and strengthening the eSAKSHI Portal.
The Ministry aims to introduce a more responsive, transparent and citizen-centric MPLADS framework that leverages technology for efficient governance. The revised guidelines are expected to improve coordination, monitoring and overall effectiveness of the scheme across the country.
