NeSDA May 2025: e-Governance Milestones Achieved

The Department of Administrative Reforms & Public Grievances (DARPG) has released the 25th edition of the NeSDA Way Forward Monthly Report for May 2025. This report assesses the status of e-service delivery across all 36 States and Union Territories (UTs) in India. It plays a pivotal role in benchmarking progress under the Digital India initiative and supporting transparency in governance.

Massive Reach of e-Services Across India

As of May 31, 2025, a total of 21,062 e-services are being delivered online by States and UTs. These services span across sectors like education, transport, health, revenue, public distribution, and more. The majority of them—7,065 e-services—fall under the Local Governance & Utility Services category, reflecting the push to digitize services closest to citizens’ everyday needs.

Tripura emerged as the top contributor this month, adding the highest number of new e-services in April 2025. In total, 424 new e-services were added by various States/UTs within just a month, showcasing rapid digital growth at the grassroots level.

Rising e-Service Saturation Rates

The report highlights that out of the 2,016 mandatory e-services (56 services x 36 States/UTs), 1,599 services are now available online. This translates to a national average saturation of 79.3%, a major achievement in India’s e-governance journey.

Notably, 16 States and UTs have achieved over 90% saturation. Maharashtra and Uttarakhand lead the way with 100% coverage of mandatory e-services. These milestones are critical to ensuring citizen-centric governance and timely delivery of essential services.

Single Unified Portals and RTS Framework

The push towards a Single Unified Service Delivery Portal is another key highlight. Such portals integrate multiple services into one digital interface, making it easier for citizens to access them seamlessly without navigating different departments.

Chandigarh was specifically recognized in this edition for strengthening public service access through the Right to Services (RTS) framework. This mechanism ensures guaranteed delivery timelines, holding government departments accountable.

New Benchmarks in the NeSDA Framework

The report incorporates three new parameters, helping India align with global best practices:

  1. Open Government Data (OGD): Promotes data transparency and citizen empowerment by making datasets public and machine-readable.
  2. e-Participation: Enhances engagement by allowing citizens to give feedback, report issues, and suggest improvements on digital platforms.
  3. Emerging Technologies: Focuses on adopting innovations like Artificial Intelligence, Blockchain, and Cloud Computing to improve service efficiency.
Unified service portals are transforming how citizens access government services.

Recognized Best Practices

The report also features successful examples of digital public platforms that are setting benchmarks in governance:

  • Goods and Services Tax (GST) Portal – Simplifies tax compliance for individuals and businesses.
  • National Cyber Crime Reporting Portal – Offers secure and prompt complaint mechanisms for cyber-related issues.
  • Digital service dashboards of several Central Ministries for citizen welfare schemes.

What Lies Ahead

The NeSDA Way Forward report is more than just data—it’s a reflection of India’s commitment to building an inclusive, efficient, and digitally empowered governance ecosystem. With continuous improvements, States/UTs are expected to achieve full saturation soon, backed by growing citizen trust in digital delivery.
