NHRC Acts on Police Torture Suicide in UP

The National Human Rights Commission (NHRC) of India has taken suo motu cognizance of a shocking incident in Farrukhabad, Uttar Pradesh. A man allegedly died by suicide after being tortured by police officials who demanded a bribe. The case has stirred strong public outrage and raised serious concerns over human rights violations by police in India.

Tragic Incident in Farrukhabad

According to media reports, the incident occurred on 15th July 2025. A man visited the police station with his father after a complaint was lodged by his wife. The visit was meant to initiate a compromise. However, it reportedly ended in police torture and extortion.

Within hours of returning home, the man allegedly died by suicide. News reports published the next day, on 16th July 2025, claimed that the police tortured the man inside the station and demanded a bribe to “settle” the case.

NHRC Steps In

Taking serious note of the incident, the NHRC, India, issued a notice to the Director General of Police (DGP), Uttar Pradesh. The DGP has been asked to submit a detailed report within two weeks. The Commission observed that, if true, the incident represents a gross violation of the victim’s human rights.

The NHRC’s action underscores the importance of holding police officials accountable and protecting citizens from custodial abuse. The Commission noted that the right to life and dignity cannot be compromised under any circumstances.

Custodial Torture: A Growing Concern

This case is one of many recent incidents that have put a spotlight on the issue of custodial torture in India. Civil society groups, human rights activists, and courts have repeatedly warned against the abuse of power by law enforcement agencies.

According to a report by the National Campaign Against Torture (NCAT), India recorded over 1,700 custodial deaths between 2020 and 2024. Many of these deaths involved allegations of torture and mistreatment by the police.

Legal Framework and Accountability

India is a signatory to the UN Convention Against Torture. Yet, custodial deaths continue to be reported across states. While the Constitution guarantees protection of life and personal liberty under Article 21, enforcement at the ground level often fails.

The NHRC has a mandate to investigate such cases. It can summon officers, demand reports, and even recommend disciplinary or criminal action. However, its recommendations are not binding. Ensuring police accountability still requires robust legal reforms and stricter oversight mechanisms.

Family’s Fight for Justice

The victim’s family has reportedly accused the police of harassment and misuse of power. They have demanded immediate action and a fair probe. Civil rights groups have also called for the suspension of the officers involved, pending investigation.

As public anger grows, this case serves as a reminder of the urgent need for police reforms in India. No citizen should fear torture or extortion in the name of justice.

NHRC’s Role and Way Forward

The NHRC’s intervention is a step in the right direction. By issuing a notice to the UP Police Chief, it has signaled that custodial abuse will not be tolerated. But beyond notices, India needs structural change.

Experts have recommended several steps, including:

  • Implementation of the Police Reforms Act
  • Independent investigations into custodial deaths
  • Installation of CCTV cameras inside all police stations
  • Mandatory medical checks before and after police custody
  • Training police in human rights practices
