NHRC Probes Police Inaction, Bribery, and Assault in Bulandshahr

The National Human Rights Commission (NHRC), India, has taken suo motu cognizance following disturbing reports of police inaction, bribery, and sexual assault linked to a gang rape case in Khurja, Bulandshahr district, Uttar Pradesh. The Commission observed that if the allegations are true, they constitute serious violations of human rights.

Accordingly, the NHRC has issued a notice to the Director General of Police, Uttar Pradesh, requesting a detailed report within two weeks. The case has drawn attention to alleged misconduct by the local police, including unlawful detention and exploitation of the victim and her husband.

Alleged Police Misconduct and Bribe Demands

According to media reports dated 17th November 2025, the victim’s husband was illegally detained at a local police post in Khurja. Police personnel allegedly demanded a bribe of Rs 1.2 lakh for his release, of which Rs 50,000 was reportedly paid by the victim. In a further alarming allegation, the Station House Officer (SHO) is said to have sexually assaulted the woman.

The NHRC emphasized that such acts, if verified, are grave violations of the rule of law and human rights, highlighting the urgent need for accountability and immediate corrective action.

Background of the Gang Rape Case

Reports indicate that in 2024, the victim traveled to Aligarh under the pretext of attending an exhibition with a friend of her husband. During this time, she was reportedly intoxicated and held captive for one and a half months, subjected to repeated sexual assault, and forcibly converted to another religion. She eventually managed to escape and approached the police to lodge a complaint.

However, instead of receiving assistance, her husband was detained following a confrontation with police personnel. The alleged misconduct has intensified concerns over systemic failure within local law enforcement.

Public Response and Human Rights Implications

Human rights activists and civil society organizations have condemned the reported misconduct, calling for immediate investigation and strict action against the erring officials. Experts note that allegations of bribe demands, illegal detention, and sexual assault by law enforcement undermine public trust and violate fundamental rights guaranteed under the Constitution of India.

The NHRC’s intervention underscores the importance of safeguarding human rights, particularly for victims of sexual crimes, and ensuring that law enforcement agencies act with integrity and accountability.

Next Steps for Uttar Pradesh Police

The NHRC has mandated that the Uttar Pradesh Police submit a comprehensive report detailing their actions and responses to the allegations within two weeks. Authorities are expected to outline the measures taken to prevent recurrence, including disciplinary action, transparency in investigation, and victim support mechanisms.

Failure to comply or provide satisfactory responses may invite further legal scrutiny, highlighting the need for robust oversight and systemic reforms within the police department.
