NHRC Takes Suo Motu Action on RTI Activist Death in Gujarat

The National Human Rights Commission (NHRC), India, has taken suo motu cognizance following reports that a differently-abled RTI activist was found dead in a canal after being abducted from his residence in Tharad district, Gujarat on 12th October 2025. The victim’s body was reportedly discovered in a canal two days later, on 14th October 2025.

The Commission highlighted that if the media reports are accurate, the incident represents a serious violation of human rights. Consequently, NHRC has issued a formal notice to the Director General of Police (DGP), Gujarat, requesting a detailed report on the circumstances of the abduction and death within two weeks.

Background of the Case

According to media reports dated 15th October 2025, the RTI activist had previously filed complaints regarding alleged irregularities in slum redevelopment projects under a Public-Private Partnership (PPP) scheme. The complaints included forged beneficiary documents and other administrative discrepancies by local builders.

Authorities are now expected to provide a comprehensive account of the incident, including investigation progress, security lapses, and actions being taken against the perpetrators. NHRC’s intervention underscores the need for prompt action to protect vulnerable activists and uphold the rule of law.

Human Rights Concerns

Experts say that incidents involving targeted attacks on RTI activists raise significant concerns about freedom of information, civic accountability, and the safety of whistleblowers. The NHRC’s suo motu action serves as a reminder to state authorities of their responsibility to safeguard citizens’ rights, particularly those who expose wrongdoing in government projects.
