Om Birla Flags Decline in Legislative Decorum Calls for Reform

Lok Sabha Speaker Shri Om Birla on Friday expressed deep concern over the declining standards of dignity and decorum in legislatures, stressing that respectful conduct and meaningful debate are essential for the health of India’s democracy. Addressing members of the Bihar Legislature on the foundation day of the Bihar Legislative Assembly in Patna, he urged public representatives to uphold parliamentary discipline and engage in constructive, policy-oriented criticism.
Emphasising that legislatures are the cornerstone of democratic governance, the Speaker said maintaining the sanctity of the House is a fundamental responsibility of every elected representative. He noted that frequent disruptions and disorderly conduct weaken public faith in democratic institutions and dilute the quality of legislative oversight.

Constructive Criticism Strengthens Democracy

Shri Birla underlined that criticism in legislatures must be fact-based, issue-centric, and driven by public interest. Meaningful dialogue, reasoned debate, and constructive engagement, he said, are essential to ensure accountability in governance. Parliamentary discipline and informed participation enhance the credibility of legislative institutions and reinforce democratic values.

Speaking on the theme “Empowered Legislators, Stronger Democracy,” the Lok Sabha Speaker said that the effectiveness of democratic institutions depends not only on constitutional provisions but also on the conduct, competence, and integrity of lawmakers.

Empowered Legislators Are the Foundation of Democracy

Shri Birla observed that empowered legislators form the very foundation of a strong democracy. The trust and confidence of citizens, he said, give strength to elected representatives. By raising public concerns, participating in legislative processes, and contributing to policy formulation, legislators play a crucial role in nation-building.

He added that true empowerment lies in understanding public needs, engaging meaningfully in legislative procedures, and adhering to ethical conduct and accountability. When legislators are informed, responsive, and principled, democratic institutions gain renewed public confidence.

Importance of Constitutional and Procedural Knowledge

Highlighting the importance of constitutional awareness, Shri Birla said that legislators well-versed in parliamentary rules are better equipped to make impactful interventions and ensure transparency in governance. Familiarity with procedures enables members to articulate their views effectively and participate constructively in debates, discussions, and committee work.

He described public trust as the most valuable asset of democracy and stressed that it must be preserved through sincere conduct both inside and outside the House.

Focus on Women, Youth, and Remote Regions

The Speaker called for greater attention to issues affecting rural and remote areas, which often remain underrepresented in policymaking. He also emphasised that the aspirations of women and youth must find strong reflection in legislative initiatives, as they are key stakeholders in India’s development journey.

NeVA Digital House Inaugurated

During the event, Shri Om Birla inaugurated the National e-Vidhan Application (NeVA) Digital House in the Bihar Legislature. He described the initiative as a major step towards enhancing transparency, efficiency, and accessibility in legislative functioning.

Digitalisation, he noted, reduces dependence on paper, improves access to records, and strengthens research capabilities. He encouraged legislators to actively use digital tools and said the Prime Minister’s vision of “One Nation, One Legislative Platform” is steadily becoming a reality.

Bihar’s Role in India’s Democratic Legacy

Reflecting on Bihar’s historical significance, Shri Birla said the state’s traditions of public dialogue, collective deliberation, and participatory governance have provided an intellectual and moral foundation to India’s parliamentary system. He noted that Bihar has long been a centre of political thought and leadership.

Preserving this rich democratic heritage while adapting it to contemporary governance, he said, is a shared responsibility of all elected representatives.

Union Parliamentary Affairs Minister Shri Kiren Rijiju, Deputy Chairman of Rajya Sabha Shri Harivansh, Bihar Deputy Chief Minister Shri Vijay Kumar Sinha, and other senior leaders also addressed the gathering. Speaker of the Bihar Legislative Assembly Dr. Prem Kumar delivered the welcome address, while Deputy Speaker Shri Narendra Narayan Yadav proposed the vote of thanks.
