Operation Sindoor: DAD Boosts Armed Forces Finances

New Delhi – Raksha Mantri Shri Rajnath Singh hailed the Defence Accounts Department (DAD) for its pivotal role during Operation Sindoor, emphasizing how the department ensured optimal resource management, financial discipline, and operational preparedness. Speaking at the 278th Foundation Day of the DAD on October 1, 2025, Shri Singh described the department as the “invisible bridge” connecting finance with India’s Armed Forces.

DAD: Beyond Accounting

“The DAD is not just an accounting organisation; it is an enabler that ensures the smooth functioning of the nation’s economic cycle,” Shri Rajnath Singh stated. The Defence Minister underscored that while the valour of soldiers is visible, the department’s silent contribution behind the scenes is decisive for the country’s security and defence readiness.

Highlighting financial efficiency, the Minister revealed that as of September 30, 2025, 50% of the capital budget had been booked, reflecting strong fiscal management. The previous year saw 100% budget utilization, demonstrating DAD’s capability in financial planning and execution.

Technology-Driven Reforms

Shri Singh praised DAD’s embrace of modern technology under the Digital India initiative. Projects like e-Raksha Awaas, the transition from NIDHI 1.0 to NIDHI 2.0, and the ongoing TULIP 2.0 upgrade aim to enhance transparency and efficiency in defence financial processes. The AI-based assistant Gyan Sathi provides instant guidance on rules and procedures, reflecting DAD’s proactive approach to a digitally empowered defence finance system.

Supporting Defence R&D

In a nod to modern warfare’s technological complexity, Shri Rajnath Singh called for stronger support for defence research and development. He highlighted initiatives like iDEX, the Technology Development Fund, and DRDO projects, urging DAD to facilitate R&D while maintaining budget discipline. “Your role in enabling and encouraging R&D is vital for building the future capabilities of our Armed Forces,” he added.

Fostering Jointness Among Services

The Defence Minister stressed the importance of Jointness and integration across the Tri-Services. With DAD’s pan-India presence from grassroots to headquarters, Shri Singh encouraged the department to work closely with all services to enhance financial synergies and coordination.

Procurement & Financial Oversight

Shri Rajnath Singh highlighted reforms in defence procurement, noting the launch of the Defence Procurement Manual 2025 and ongoing reviews of the Defence Acquisition Procedure (DAP) to streamline capital and revenue procurement. He also praised the CGDA’s Market Intelligence Reports and the department’s Vision Document, which aims to establish DAD as a Centre of Excellence in Defence Finance and Economics.

The Minister emphasized balancing strict financial discipline with operational readiness, ensuring that every rupee is accounted for while supporting the immediate needs of the Armed Forces.

278th Foundation Day Celebrations

During the event, several key publications and digital initiatives were unveiled, including:

  • COSHE 2025: A comprehensive statistical handbook on defence expenditure.
  • ALAM: Updated Army Local Audit Manual for auditing store and cash accounts.
  • NIDHI 2.0: A streamlined management system for GPF subscriptions of over 1.7 lakh employees.
  • Gyan Sathi: AI-powered guidance tool for financial rules and procedures.

The Raksha Mantri Awards for Excellence 2025 recognized teams and individuals for innovation, efficiency, and professionalism in defence financial management.

Legacy and Leadership

Tracing its roots to the appointment of the Military Pay Master in 1747, DAD has evolved into a critical pillar supporting India’s Armed Forces. Today, the department manages internal audit, payments, accounting, financial advice, pensions, and serves as a knowledge partner to the Ministry of Defence.

Key dignitaries present included Chief of the Naval Staff Admiral Dinesh K Tripathi, Chief of the Air Staff Air Chief Marshal AP Singh, Defence Secretary Shri Rajesh Kumar Singh, Secretary DDR&D Dr Samir V Kamat, Financial Advisor Dr Mayank Sharma, and CGDA Shri Raj Kumar Arora, alongside senior MoD officials and retired DAD employees.
