Piyush Goyal Launches NEST–02, Focus on Skilling

Union Minister of Commerce and Industry Shri Piyush Goyal on Thursday inaugurated the NEST–02 (New Enterprises & Services Tower – Phase 2) facility at the Santacruz Electronics Export Processing Zone (SEEPZ) in Mumbai. Addressing industry stakeholders, he called for stronger transparency, enhanced skilling initiatives, and deeper industry–government collaboration to accelerate India’s export-led growth. The Minister emphasised that SEEPZ must match the transformative pace of India’s economic growth under the leadership of Prime Minister Narendra Modi.

Skilling Youth a National Priority, Says Goyal

Highlighting the need to prepare India’s workforce for a rapidly evolving economic landscape, the Minister urged SEEPZ units to significantly expand skill development programs. He stressed that skilling initiatives must extend to specially-abled youth and disadvantaged communities to ensure inclusive growth. “India’s future workforce needs demand industry participation at every level,” he said.

Goyal reminded industry leaders that equipping young talent with modern technical capabilities is essential for maintaining India’s competitive advantage in global manufacturing and services. He encouraged businesses to adopt a forward-looking approach that integrates training with technology adoption, quality improvement and export readiness.

Transparency, Accountability and Integrity Must Guide SEEPZ

Reiterating the Government’s commitment to clean governance, Goyal said transparency, integrity and accountability have been the cornerstone of public administration under the Modi Government. He urged unit owners and SEEPZ authorities to jointly uphold these values. “A clean and transparent ecosystem is a shared responsibility,” he emphasized.

The Minister supported auction-based allotment practices, streamlined approvals and transparent customs operations. He noted that these systems ensure fair utilisation of SEEPZ’s limited space and discourage misuse. Stakeholders were encouraged to review unutilised plots and revitalise the zone’s export output.

Infrastructure Upgrades to Transform SEEPZ into a Model Zone

The Minister also reviewed ongoing infrastructure modernisation efforts at SEEPZ, including upgraded internal roads, enhanced green spaces and improved aesthetic design. He said the zone must reflect “the standards of modern India” and emerge as a model for Special Economic Zones (SEZs) nationwide.

With improvements in maintenance systems, digital processes and overall zone management, the Government aims to reposition SEEPZ as a high-quality production hub capable of meeting global expectations.

Reforms Built on Trust Between Government and Industry

Goyal underlined that recent reforms, including the Jan Vishwas Bills, decriminalisation of compliance provisions, and simplification of procedures, are rooted in a deep trust between Government and industry. He encouraged businesses to preserve this trust by ensuring ethical conduct, transparency and cooperation during audits, procurement processes and daily operations.

He further urged SEEPZ units to adopt digital governance tools, modern manufacturing standards and long-term planning frameworks that support India’s aspiration for a Viksit Bharat by 2047.

Atmanirbhar Bharat & Future-Ready Industries

Calling the manufacturing sector a vital contributor to India’s self-reliance, Goyal urged industry to adopt global standards and strengthen domestic value chains. He stressed that the combination of advanced infrastructure, skilled manpower and transparent governance can transform SEEPZ into a globally competitive export hub.

He urged stakeholders to modernise their operations, encourage innovation and use global-quality systems to meet evolving global market demands. “SEEPZ must emerge as a world-class production and export zone, reflecting the scale and ambition of India’s economic transformation,” he said.
