PM Modi Charts Viksit Bharat Roadmap at 5th Meet

New Delhi: Prime Minister Narendra Modi on Sunday chaired the Fifth National Conference of Chief Secretaries, calling for excellence-driven governance, accelerated reforms and stronger Centre-State cooperation to realise the vision of Viksit Bharat.
The three-day conference, held from December 26 to 28 at Pusa, Delhi, brought together Chief Secretaries of States and Union Territories, senior central officials and policy experts. The forum served as a high-level platform to align national and state priorities with India’s long-term development goals.

Human Capital as the Foundation of Growth

The Prime Minister underlined that human capital  encompassing education, skills, health and capabilities remains the most critical driver of economic and social progress. He stressed that India must adopt a coordinated, whole-of-government approach to strengthen human capital outcomes.

Highlighting India’s demographic advantage, PM Modi noted that nearly 70 percent of the population falls within the working-age group. This unique opportunity, he said, can significantly accelerate the country’s journey towards becoming a developed nation.

India on the ‘Reform Express’

PM Modi said India has boarded the “Reform Express,” driven by the aspirations and energy of its youth. He observed that the nation is witnessing next-generation reforms across governance, infrastructure and the economy, positioning India as a major global growth engine.

He urged States to move beyond average outcomes and pursue excellence in governance and service delivery, stating that Viksit Bharat must reflect quality in every sector.

Manufacturing, Aatmanirbharta and Quality Standards

Emphasising self-reliance, the Prime Minister said the label “Made in India” must become a global symbol of excellence and competitiveness. He reiterated the need to strengthen Aatmanirbharta with a firm commitment to “Zero Effect, Zero Defect.”

PM Modi proposed that the Centre and States jointly identify 100 products for domestic manufacturing to reduce import dependence and strengthen economic resilience. He also urged States to accord top priority to the upcoming National Manufacturing Mission.

Tourism, Sports and Youth Livelihoods

Calling tourism a powerful engine for youth employment, the Prime Minister urged States to prepare roadmaps for developing at least one global-level tourist destination supported by a robust ecosystem.

He also highlighted preparations for the proposed 2036 Olympics, stressing the need to align India’s sports calendar with global standards and invest in identifying and nurturing young talent over the next decade.

High-Value Agriculture and Digital Governance

To make India the food basket of the world, PM Modi called for a shift towards high-value agriculture, dairy and fisheries with a strong export focus. He highlighted initiatives aimed at improving productivity in identified low-performing districts.

The Prime Minister also urged States to leverage digital governance, artificial intelligence and cyber security frameworks. He advocated the digitisation of ancient manuscripts under the Gyan Bharatam Mission to preserve India’s knowledge heritage.

Roadmap for the Next Decade

Concluding his address, PM Modi directed States and Union Territories to prepare 10-year actionable plans with clearly defined milestones for 1, 2, 5 and 10 years. He stressed that technology-enabled monitoring would be crucial for achieving measurable outcomes.

The conference reaffirmed the spirit of cooperative federalism and Team India, with participants committing to time-bound implementation of agreed reforms to improve citizens’ lives.
