PM Modi Highlights India’s Digital Empowerment at GFF 2025

Mumbai: Prime Minister Shri Narendra Modi addressed the Global Fintech Fest (GFF) 2025 in Mumbai, highlighting India’s leadership in digital empowerment, fintech innovation, and ethical AI. Welcoming participants including UK Prime Minister H.E. Mr. Keir Starmer, Shri Modi described Mumbai as the “City of Energy, Enterprise, and Endless Possibilities.”

Recalling the inaugural Global Fintech Festival during a global pandemic five years ago, PM Modi said the event has now evolved into a premier platform for global financial innovation and collaboration. The United Kingdom participated as the partner country this year, reinforcing ties between two major democracies in fintech and AI.

Democratising Technology for All

Shri Modi emphasized that India has democratized digital technology over the past decade, making it accessible to every citizen and region. He described this as a model of inclusive governance, where government-built digital infrastructure enables private sector innovation, transforming technology from a convenience to a tool for equality and empowerment.

Highlighting the impact on financial inclusion, he noted that digital payments through the JAM Trinity—Jan Dhan, Aadhaar, and Mobile—have turned banking from a privilege into an empowerment tool. “UPI alone facilitates 20 billion monthly transactions, accounting for half of all real-time global digital payments,” he said.

India Stack: A Global Beacon

PM Modi called India Stack a “beacon of hope” for countries of the Global South, noting its components such as UPI, Bharat BillPay, DigiLocker, DigiYatra, and Government e-Marketplace (GeM) as foundational for India’s digital economy. Initiatives like ONDC and OCEN are enabling small businesses and MSMEs to access wider markets and credit more efficiently.

India’s open-source technology platforms, including MOSIP for sovereign digital identities, have been adopted by over 25 countries. Shri Modi emphasized that this represents not digital aid, but digital empowerment, showcasing India’s commitment to global cooperation and sharing of expertise.

Fintech Innovation and AI for Inclusion

Underlining India’s fintech achievements, PM Modi noted that indigenous solutions like interoperable QR networks and open finance frameworks are gaining global recognition. India has emerged among the top three most-funded fintech ecosystems globally within the first half of 2025.

On AI, the Prime Minister outlined three guiding principles: Equitable Access, Population-scale Skilling, and Responsible Deployment. Through the India-AI Mission, high-performance computing and localized AI models are being developed to reach every district and language, ensuring ethical and inclusive adoption.

Shri Modi emphasized India’s commitment to a global framework for ethical AI, highlighting trust, data privacy, and inclusive design as central to AI applications in finance, credit, insurance, and investment. “For India, AI stands for All Inclusive,” he stated.

Global Cooperation and UK Partnership

The Prime Minister highlighted the UK-India collaboration, including the upcoming AI Impact Summit in India, as a model for global fintech partnerships. He announced initiatives to strengthen start-up ecosystems, pilot innovative solutions, and enhance cooperation between London Stock Exchange and GIFT City, facilitating greater benefits from the India-UK Free Trade Agreement.

Shri Modi concluded with a call to create a fintech world where technology enriches both people and the planet, emphasizing innovation for growth, ethical finance, and human progress.
