PM Modi Lauds HPCL Residue Upgradation Facility at Vizag Refinery

Prime Minister Narendra Modi on Tuesday lauded the successful commissioning of Hindustan Petroleum Corporation Limited’s (HPCL) Residue Upgradation Facility (RUF) at the Visakh Refinery in Andhra Pradesh, calling it a decisive milestone in India’s journey toward energy security and self-reliance. The Prime Minister described the project as a major step that strengthens the nation’s refining capabilities while aligning with the broader vision of Aatmanirbhar Bharat.
The state-of-the-art facility, developed at one of HPCL’s key refining hubs on the eastern coast, is expected to significantly enhance fuel production efficiency and reduce dependency on imports. The commissioning has been widely seen as a strategic boost for India’s energy infrastructure.

Prime Minister’s Message on Energy Security

Responding to a post by Union Minister for Petroleum and Natural Gas Shri Hardeep Singh Puri on social media platform X, Prime Minister Modi underscored the importance of the facility in advancing national priorities. He stated that the commissioning of the RUF adds momentum to India’s efforts to enhance energy security and move closer to self-reliance in the energy sector.

The Prime Minister’s remarks highlight the government’s consistent focus on strengthening domestic energy assets, reducing vulnerabilities arising from global fuel market fluctuations, and ensuring long-term sustainability.

What the Residue Upgradation Facility Means

The Residue Upgradation Facility is designed to process heavier residual crude fractions into high-value petroleum products. By enabling better utilisation of each barrel of crude oil, the facility improves overall refinery output and efficiency.

Experts note that such advanced refining units play a crucial role in maximising fuel yield while supporting cleaner and more efficient production processes. The commissioning of the RUF at Visakh Refinery is expected to enhance HPCL’s ability to meet rising domestic fuel demand.

Boost to Aatmanirbhar Bharat Vision

The project aligns closely with the government’s Aatmanirbhar Bharat initiative, which aims to strengthen domestic manufacturing, infrastructure, and strategic sectors. Energy security remains a central pillar of this vision, given India’s growing economy and increasing energy consumption.

By expanding and modernising refinery infrastructure, the government seeks to reduce reliance on imported refined products and improve resilience against global supply disruptions.

Strategic Importance of Visakh Refinery

The Visakh Refinery holds strategic importance due to its location on the east coast, providing logistical advantages for crude imports and product distribution. Over the years, HPCL has undertaken several expansion and modernisation initiatives at the refinery to enhance capacity and technological sophistication.

The addition of the Residue Upgradation Facility further strengthens the refinery’s position as a key contributor to India’s energy ecosystem.
