PM Modi’s 2015 Bihar Package Gains Momentum with Major Infrastructure Projects
A decade after its announcement, Prime Minister Narendra Modi’s ₹1.25 lakh crore special financial package for Bihar is finally showing strong progress. From roads to railways and airports, multiple sectors are witnessing rapid development, sparking hopes of a transformative shift in the state’s connectivity and infrastructure.
According to a recent review chaired by Bihar’s Chief Secretary Amrit Lal Meena, 44 out of 74 road projects have been completed. These works have resulted in the construction of 1,304 kilometers of new roads at a cost of ₹14,898 crore.

Mahatma Gandhi Setu rehabilitation (₹1,742 crore)
Patna-Gaya-Dobhi road (₹1,680 crore)
4-lane Simaria-Khagaria (₹1,063 crore)
Koilwar-Bhojpur 4-lane stretch (₹750 crore)
Bhojpur-Buxar highway (₹595 crore)
The total road plan under the package spans 2,836 km, budgeted at ₹51,540 crore through the Ministry of Road Transport and Highways (MoRTH).
Rail Projects on Track
The rail segment of the package, comprising nine major projects, has made notable progress. Five railway projects are complete, and four are nearing the finish line. A total of 652 km of railway lines have been newly constructed or doubled at a cost of ₹4,841 crore.
Pending works include:
Kiul-Gaya line doubling
Samastipur-Darbhanga doubling
Dhanbad-Sonnagar third line
Rampur Dumra Tal doubling and Rajendra Bridge construction
These are expected to complete by the end of 2025, with ongoing work valued at ₹7,736 crore over 466 km.
Aviation Connectivity Takes Off
In the civil aviation sector, Jayaprakash Narayan International (JPNI) Airport in Patna has undergone a massive revamp. The project involved new terminals and buildings, costing ₹1,216 crore.
Additionally, four more cities are seeing new airport development:
Gaya Airport upgraded at a cost of ₹68.72 crore
Bihta and Purnia Airports: construction starting soon
Raxaul Airport: land survey underway before construction begins
These upgrades aim to decentralize air traffic from Patna and boost economic activity in other regions of Bihar.
A Decade-Long Promise Now Delivering Results
Announced during an election rally in August 2015, PM Modi’s Bihar package was seen as a game-changer. Despite early delays, 2025 marks a turning point, with multiple completed and near-completion projects showcasing the Centre’s long-term infrastructure vision for Bihar.
The renewed push is not only strengthening connectivity but also generating employment, attracting investment, and improving logistics across the state.
