PM to Inaugurate Seva Teerth, Kartavya Bhavan

New Delhi, February 12: Prime Minister Narendra Modi will inaugurate Seva Teerth and Kartavya Bhavan-1 & 2 on February 13, marking what officials describe as a transformative milestone in India’s administrative governance architecture. The new complexes are designed to modernise government functioning and consolidate key ministries under integrated, future-ready infrastructure.

Unveiling of Seva Teerth

The Prime Minister will formally unveil the name “Seva Teerth” for the newly developed building complex at around 1:30 PM. Later in the evening, he will inaugurate both Seva Teerth and Kartavya Bhavan-1 & 2 and address a public gathering at approximately 6 PM.

Consolidating Key Administrative Offices

Seva Teerth will house the Prime Minister’s Office (PMO), the National Security Council Secretariat (NSCS), and the Cabinet Secretariat. These offices previously operated from different locations, leading to logistical and coordination challenges.

Kartavya Bhavan-1 & 2 will accommodate several major ministries, including Finance, Defence, Health & Family Welfare, Corporate Affairs, Education, Culture, Law & Justice, Information & Broadcasting, Agriculture & Farmers Welfare, Chemicals & Fertilizers, and Tribal Affairs.

By bringing these ministries under one integrated complex, the government aims to streamline decision-making processes and reduce operational fragmentation.

Addressing Long-Standing Infrastructure Challenges

For decades, several key government departments functioned from ageing buildings spread across multiple locations in the Central Vista region. This dispersion often resulted in operational inefficiencies, increased maintenance costs, and less-than-optimal working conditions.

The new building complexes are designed to overcome these challenges by consolidating administrative functions within state-of-the-art facilities. Officials say the move will reduce duplication of resources and promote better inter-ministerial collaboration.

Digitally Integrated and Citizen-Centric Design

Both Seva Teerth and Kartavya Bhavan feature digitally integrated office systems, structured public interface zones, and centralised reception facilities. These elements are intended to create a seamless governance ecosystem that is accessible and transparent.

The complexes are also expected to enhance citizen engagement by providing improved public access points. Officials highlight that employee well-being has been factored into the design, ensuring modern workspaces with advanced facilities.

Sustainability and Green Standards

In line with India’s sustainability commitments, the complexes are designed according to 4-Star GRIHA standards. They incorporate renewable energy systems, efficient water conservation measures, comprehensive waste management solutions, and high-performance building envelopes.

These green initiatives aim to significantly reduce the environmental footprint of government operations while ensuring long-term operational efficiency. The integration of sustainable architecture reflects the government’s focus on environmentally responsible development.

Enhanced Security Framework

Given the strategic importance of the ministries housed within the complexes, advanced safety and security systems have been installed. These include smart access control mechanisms, surveillance networks, and modern emergency response infrastructure.

The security architecture ensures a safe and accessible environment for officials, staff, and visitors alike. The integrated design is expected to strengthen administrative coordination while maintaining robust security standards.

A New Chapter in Governance

The inauguration of Seva Teerth and Kartavya Bhavan-1 & 2 represents more than just a physical relocation of offices. It reflects a broader effort to build a modern, efficient, and citizen-focused governance system.

As the Prime Minister prepares to formally dedicate the complexes to the nation, the development marks a key milestone in India’s administrative transformation journey. The coming years will determine how effectively the integrated infrastructure enhances policy execution and public service delivery.
