PMKSY, PMFME, PLISFPI Boost Food Processing Growth

New Delhi: The Ministry of Food Processing Industries (MoFPI) is accelerating India’s food processing growth through flagship schemes   PMKSY, PMFME and PLISFPI with thousands of projects approved and significant investments mobilised nationwide.

1,607 Projects Under PMKSY

Under the Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), MoFPI provides financial assistance for setting up and expanding food processing units. The scheme is operational till 2025–26 with a total outlay of ₹6,520 crore for the 15th Finance Commission cycle.

As of December 31, 2025, a total of 1,607 projects have been approved across states and Union Territories. Out of these, 1,196 projects are already completed and operational, while 411 projects are at various stages of implementation.

The total project cost of ongoing units stands at ₹10,983.35 crore, with an approved grant of ₹3,005.3 crore. States such as Maharashtra, Tamil Nadu, Gujarat and Andhra Pradesh account for a significant share of approved projects.

Addressing Implementation Delays

The ministry informed Parliament that delays in certain projects are primarily due to pending statutory clearances from agencies such as revenue authorities, pollution control boards, electricity departments and licensing bodies.

However, there has been no overrun in financial assistance approved by MoFPI. Grants are released only after promoters submit required documents and meet eligibility conditions under respective scheme guidelines.

To ensure timely execution, the ministry has introduced a real-time dashboard for project monitoring, regular review meetings with promoters, site visits and coordination with banks for faster term loan approvals. Penal provisions are also in place for undue delays.

Global Champions Under PLISFPI

The Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) aims to create global food manufacturing champions and strengthen Indian brands in international markets.

Operational from 2021–22 to 2026–27 with an outlay of ₹10,900 crore, the scheme has approved 274 locations across the country as of December 31, 2025. These projects have committed investments worth ₹7,462.77 crore.

Major investment destinations include Maharashtra, Gujarat, Uttar Pradesh and Andhra Pradesh, reflecting growing private sector participation in food manufacturing.

Boost to Micro Enterprises Under PMFME

The PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme focuses on strengthening micro-level entrepreneurs through financial, technical and business support. The scheme runs until 2025–26 with a total outlay of ₹10,000 crore.

So far, 1,72,707 micro food processing enterprises have been approved under PMFME across India, with total approved subsidies amounting to ₹5,009.67 crore.

States such as Maharashtra, Uttar Pradesh, Bihar, Tamil Nadu and Madhya Pradesh have witnessed substantial participation, indicating widespread adoption of the scheme at grassroots levels.

Driving Infrastructure and Rural Income

Through PMKSY, PLISFPI and PMFME, MoFPI is strengthening food processing infrastructure, reducing post-harvest losses and generating employment opportunities. The schemes aim to enhance value addition, improve farmers’ income and integrate Indian food brands into global supply chains.

The ministry continues to coordinate with state governments and financial institutions to remove bottlenecks and ensure smooth project execution.
