Post-Budget Textile Consultation Boosts Industry Growth

RR Team, February 21, 2026February 21, 2026
New Delhi: The Ministry of Textiles convened the first post-budget National Industry Consultation on February 19, 2026, at Vanijya Bhawan, bringing together government officials, industry leaders, financial institutions, development partners, and textile sector representatives. The session focused on implementing the Textile Expansion and Employment (TEEM) Scheme and the Tex Eco Initiative, aimed at enhancing sustainability, modernisation, competitiveness, and employment generation in India’s textile and apparel sector.

Textile-Centric Budget Gains Industry Endorsement

Additional Secretary Shri Rohit Kansal highlighted that the Union Budget 2026 offers a comprehensive framework for textile growth, emphasizing employment generation and manufacturing expansion. The Budget provides integrated policy support and investment facilitation to position textiles as a key driver of inclusive economic growth.

Secretary Smt NeelamShami Rao noted that recent Free Trade Agreements (FTAs) have opened new global market opportunities, enhancing tariff competitiveness and integrating Indian textiles into international value chains. Combined with the textile-focused Budget, these measures create a strategic advantage for scaling production and attracting investment.

TEEM and Tex Eco: Roadmap for Growth and Sustainability

The TEEM Scheme outlines strategies for modernising weaving, processing, and garmenting segments, mobilising investments, strengthening MSME participation, and generating large-scale employment. The Tex Eco Initiative promotes circularity, green manufacturing practices, resource efficiency, and sustainability across the textile value chain.

Industry representatives engaged in interactive discussions, endorsing the initiatives while suggesting practical measures such as time-bound approvals, MSME financing, cluster infrastructure support, targeted skilling, digital monitoring, and sustainability-linked incentives. Stakeholders urged convergence with state policies and export measures for optimal impact.

Collaborative Approach to Policy Implementation

Shri Rohit Kansal reaffirmed the Ministry’s commitment to translating policy into measurable results. Structured consultations with industry stakeholders, he noted, will continue to refine policymaking and implementation. Stakeholders were encouraged to submit detailed inputs and specific recommendations to ensure timely and effective execution of textile sector programmes.

Textile Commissioner Smt Vrunda Manohar Desai delivered a vote of thanks, recognising stakeholders’ contributions and reiterating the Ministry’s focus on time-bound, outcome-oriented implementation.

Strengthening India’s Global Textile Position

The consultation reflects a shared vision between the Government and industry to strengthen India’s textile sector as a credible, competitive, and sustainable global hub. By integrating policy clarity, investment, and sustainability frameworks, the initiatives aim to enhance India’s domestic manufacturing capabilities while expanding international market presence.
