Preparations Underway for India’s Special Campaign 5.0

The Government of India is ramping up preparations for Special Campaign 5.0, with the Department of Administrative Reforms & Public Grievances (DARPG) serving as the nodal department. The campaign will enter its implementation phase from October 2 to October 31, 2025, following a comprehensive preparatory phase from September 15 to September 30, 2025.

Preparatory Phase Activities Across Ministries

During the preparatory phase, Ministries and Departments appointed nodal officers in campaign offices across attached offices, PSUs, autonomous bodies, and trained them on their responsibilities. Key activities included mobilizing field functionaries, identifying pending references, finalizing office lists for Swachhata campaigns, assessing volumes of electronic, automobile, and office scrap for disposal, and establishing protocols for safe and sustainable disposal.

Additionally, the preparatory work involved plans for office space enhancement, digitization initiatives, sanitation protocols, inclusivity measures, and record management practices, including weeding of outdated records and preservation of historical archives. The National Archives of India will host a “Sushasan aur Abhilekh Exhibition” from October 10–14, showcasing the historical evolution of various Ministries and key archival contributions.

Third Nodal Officers Meeting

The third meeting of nodal officers was chaired by Shri V. Srinivas, Secretary, DARPG, to review preparatory activities. Over 190 senior officers from 84 Ministries/Departments participated. The National Informatics Centre (NIC) presented the Special Campaign 5.0 portal and guided nodal officers on uploading data and monitoring targets.

Several Ministries, including Defence, CBDT, Culture, Health & Family Welfare, and Environment, Forest & Climate Change, shared progress from Special Campaign 4.0 and outlined their strategies for the upcoming campaign. These sessions highlighted the integration of best practices, ensuring systematic and efficient campaign execution nationwide.

Awareness Generation and Social Media Engagement

Large-scale awareness initiatives have been launched using electronic, print, and social media channels. To date, 307 tweets under the hashtag #SpecialCampaign5 and 45 PIB statements have been released, showcasing widespread participation and growing public engagement. Ministries are encouraged to take the campaign to the last mile under a saturation approach, ensuring maximum reach and impact.

A compilation of best practices under Special Campaign 5.0 will be released by DARPG during Good Governance Week 2025, providing guidance and examples for effective campaign implementation across departments.
