President Murmu Presents National Disability Awards 2025

President Droupadi Murmu presented the National Awards for the Empowerment of Persons with Disabilities (2025) in New Delhi on December 3, 2025, coinciding with the International Day of Persons with Disabilities. In her address, the President emphasised that inclusion of Divyangjan is not charity but an essential component of India’s development journey.

Rights-based approach over welfare mindset

Speaking at the ceremony, the President welcomed India’s shift from a welfare-based framework to a rights- and dignity-centred approach for persons with disabilities. She said the government’s evolving policy reflects respect and empowerment, and noted that using the term “Divyangjan” since 2015 aims to accord special dignity to people with disabilities.

The President argued that a truly developed society must ensure equal participation of Divyangjan across economic and social spheres. She urged all stakeholders  government agencies, civil society, private sector and citizens  to treat inclusion as a shared responsibility, not a charitable act.

Strengthening institutional support

President Murmu highlighted recent efforts to strengthen the institutional ecosystem for disability inclusion. She pointed to national-level institutions dedicated to sign language research and training, mental health rehabilitation centres, and specialised sports training programmes for athletes with disabilities.

The President also noted the roll-out of Unique Disability Identity (UDID) cards to millions of Divyangjan, which facilitate access to government schemes and concessions. These measures, she said, aim to improve accessibility, opportunity, and dignity for persons with disabilities.

Call for societal vigilance and partnership

While praising government initiatives, the President urged society at large to remain vigilant and proactive in protecting the rights of Divyangjan. She called on citizens to ensure dignity, self-reliance and self-respect for persons with disabilities, and to make them equal partners in social and national progress.

Thematic relevance: International Day of Persons with Disabilities

President Murmu referenced the 2025 International Day of Persons with Disabilities theme “Fostering disability-inclusive societies for advancing social progress” saying it aligns with India’s long-term objective of mainstreaming disability inclusion. She urged coordinated action to translate policy commitments into on-ground outcomes.

What this means for policy and practice

Experts say the President’s remarks reinforce a policy trajectory that prioritises legal entitlements, accessible infrastructure and economic inclusion. Continued focus on UDID-enabled service delivery, accessibility audits in public infrastructure, and inclusive education and employment schemes could accelerate meaningful participation of Divyangjan.

Closing note

By placing inclusion at the heart of development, President Murmu reiterated that India’s progress will remain incomplete unless Divyangjan participate fully in social, economic and civic life. Her appeal was both a reminder and a call to action  to make policy gains durable and to embed respect and opportunity for all citizens.
