RFP Issued for Study on Post-Harvest Losses of Agri Produce in India

The Ministry of Food Processing Industries (MoFPI) has invited proposals from reputed consulting firms and expert institutions to undertake a comprehensive study on post-harvest losses of agricultural produce in India. The Request for Proposal (RFP) aims to quantify losses, identify causal bottlenecks across the value chain and recommend actionable interventions to reduce waste and improve farmer incomes.

Who can bid & submission deadline

Eligible bidders are established consulting organisations and research institutions with relevant domain expertise. Interested firms must submit both technical and financial bids online through the Central Public Procurement Portal (CPPP) at eprocure.gov.in. The last date for submission of complete technical and financial proposals is 19 December 2025.

As part of the bid process, the Ministry requires an Earnest Money Deposit (EMD) of ₹21,00,000 (Rupees Twenty One Lakhs only). The EMD must be furnished in the form of a Demand Draft payable to Pay & Account Officer, MoFPI, New Delhi, and a scanned copy of the Demand Draft should be uploaded on CPPP as proof of payment before the bid deadline.

Scope of work (overview)

The RFP outlines a nationwide exercise to assess post-harvest losses across selected crops, regions and value-chain segments. While the full terms appear in the RFP document, the study’s broad objectives include:

  • Quantifying post-harvest losses at farmgate, transport, storage and processing stages;
  • Identifying infrastructural, logistical and market failures contributing to losses;
  • Assessing existing mitigation measures and technology adoption;
  • Recommending policy, investment and capacity-building interventions for loss reduction.

Where to get the RFP & bid submission

The full RFP package, which includes eligibility criteria, evaluation methodology, formats for technical and financial bids, and terms and conditions, can be downloaded from the Central Public Procurement Portal (eprocure.gov.in) or directly from MoFPI’s tenders page: mofpi.gov.in/en/tender/RFP.

Note: MoFPI has specified that bids/proposals must be submitted online only via the CPPP. Hard-copy submissions are not accepted unless expressly stated in the RFP document.

Evaluation & selection

The RFP document sets out a two-stage evaluation process: technical appraisal followed by financial evaluation. Shortlisted bidders may be invited for presentations or clarifications. Evaluation criteria include technical competence, past experience with similar assignments, proposed methodology, team qualifications and cost-effectiveness.

Bidders should strictly follow the formats provided in the RFP to avoid disqualification on procedural grounds.

Why the study matters

Post-harvest losses represent a major challenge to farm incomes, food security and resource efficiency. By commissioning a detailed, evidence-based study, MoFPI seeks to design targeted interventions from improved cold-chain infrastructure to better market linkages that could significantly lower losses and add value to agricultural produce across India.
