Rural Development Dept Joins Special Campaign 5.0

New Delhi, September 15: The Department of Rural Development under the Ministry of Rural Development has announced its participation in the Special Campaign 5.0, scheduled to take place from October 2 to October 31, 2025. The campaign, launched in line with the guidelines of the Department of Administrative Reforms and Public Grievances (DARPG), will focus on promoting cleanliness and reducing pending matters across the department and its affiliated organizations.
This initiative aims to institutionalize best practices in office management while ensuring timely redressal of grievances, clearance of references, and improved workplace efficiency. Special Campaign 5.0 builds on the successes achieved in previous campaigns, especially Special Campaign 4.0 held last year.

Achievements in Special Campaign 4.0

During Special Campaign 4.0, conducted from October 2 to October 31, 2024, the Rural Development Department achieved significant progress in clearing long-pending issues. Key accomplishments included:

  • 100% disposal of PMO references, State Government references, Internal Monitoring Committee (IMC) matters, and Public Grievance Appeals.
  • 96% disposal of MP references and 93% of general Public Grievances.
  • De-cluttering of office spaces, improved cleanliness of workstations, and upkeep of common areas.

Updates on these achievements were regularly uploaded on the SCDPM Portal of DARPG and widely shared on social media to raise awareness about the campaign’s progress.

Continuous Efforts Beyond Campaign Period

The Department continued its efforts beyond the formal campaign period, from November 2024 to August 2025, to ensure sustained impact. During this extended phase, the Department successfully disposed of:

  • 123 MP references
  • 3 Parliament Assurances
  • 48 IMC references
  • 15 State Government references
  • 17,489 Public Grievances
  • 13 PMO references
  • 1,984 Public Grievance Appeals

These figures highlight the Department’s commitment to efficiency, accountability, and responsive governance. Officials emphasized that the campaign’s impact is being mainstreamed into regular administrative practices.

Focus Areas for Special Campaign 5.0

Building on past learnings, Special Campaign 5.0 will focus on:

  • Timely disposal of pending matters, including references from MPs, PMO, States, and grievance appeals.
  • Promoting a clean and organized work environment across all offices under the Department.
  • Leveraging technology to streamline records management and ensure transparency.
  • Encouraging participation of officials at all levels to embed cleanliness and accountability as institutional practices.

The campaign aligns with the government’s larger vision of good governance, transparency, and efficient public service delivery.

Institutionalizing Cleanliness and Efficiency

Officials from the Ministry of Rural Development underscored that Special Campaign 5.0 is not just a month-long activity but part of a continuous process of reform. The emphasis is on sustaining the progress made in previous years while introducing innovative measures for record management, grievance redressal, and office hygiene.

By involving both central and field-level offices, the Department hopes to create a culture of accountability that will extend beyond October 2025. The ultimate goal is to ensure that the benefits of efficiency and cleanliness reach rural citizens through better service delivery.
