SECL DigiCOAL Showcased at CVC Transparency Workshop

New Delhi: South Eastern Coalfields Limited (SECL) presented its flagship digital transformation initiative, DigiCOAL, at the Central Vigilance Commission’s (CVC) National Workshop on “Digital Initiatives for Increasing Transparency in Governance,” marking a significant milestone in the Ministry of Coal’s push for technology-driven reforms.

National Recognition for Digital Mining Reform

The workshop, held at the SCOPE Convention Centre in New Delhi on February 11, 2026, brought together senior officials and public sector representatives to discuss digital governance initiatives. SECL, a subsidiary of Coal India Limited under the Ministry of Coal, was invited to demonstrate DigiCOAL as a model for transparent and accountable mining operations.

The inclusion of DigiCOAL at a national-level platform underscores the Ministry of Coal’s strategic direction toward modernisation and digital integration in the mining sector. The government has consistently emphasised transparency, operational efficiency, and real-time monitoring across public sector enterprises.

 

What is DigiCOAL?

DigiCOAL is SECL’s comprehensive digital ecosystem designed to improve oversight, accountability, and productivity in coal mining operations. By integrating advanced technologies into day-to-day activities, the initiative aims to create a data-driven and tamper-proof operational framework.

The platform combines sensor-based monitoring, drone surveillance, video analytics, and integrated digital management systems to enhance decision-making and transparency. It represents a shift from manual oversight to technology-enabled governance in one of India’s most critical energy sectors.

Real-Time Monitoring of Heavy Machinery

A key feature of DigiCOAL is its Real-Time HEMM (Heavy Earth Moving Machinery) Fleet Monitoring System. Sensors installed in shovels, dumpers, and dozers track location, operational hours, and fuel consumption.

The system automatically flags irregularities such as sudden fuel drops, prolonged idle periods, or route deviations. This not only reduces operational inefficiencies but also strengthens vigilance mechanisms within mining operations.

Enhanced Safety Through Technology

Safety compliance has been strengthened through video analytics and connected worker systems. These technologies help monitor worker movement, ensure adherence to safety protocols, and enable rapid emergency response.

Drone-based surveillance has further improved oversight. Drones are deployed for mine surveys, slope stability checks, monitoring of haul roads, and drainage assessments during the monsoon. This proactive monitoring enhances regulatory compliance and reduces environmental risks.

Data-Driven Planning and Integrated Platforms

DigiCOAL also incorporates advanced analytics for mine planning. Optimised drilling and blasting systems have made production processes more scientific and measurable. Data-driven decision-making ensures higher efficiency while maintaining regulatory standards.

The initiative integrates digital land records, online training modules, spare parts management systems, and a centralised digital war room. Together, these components create a unified digital governance framework that is transparent and resistant to manipulation.

Aligning with National Energy Goals

The Ministry of Coal has been steadily working toward modernising the coal sector in line with India’s energy security objectives. DigiCOAL aligns with the broader Digital India mission and the government’s emphasis on clean, efficient, and accountable governance.

The recognition of DigiCOAL at the CVC workshop signals how digital tools can strengthen institutional accountability while meeting national energy demands responsibly.
